DSFederal, Inc. is recruiting for a technical analyst to support our NIH client. This is a senior-level position to devise novel solutions to complex workflow processes that facilitate the authoring of NIH funding opportunity announcements including the curation of form templates and data element libraries, as well investigating alternative technologies and approaches for managing these workflows.

Requirements

Responsibilities:

o Conduct a comprehensive analysis of an existing system for constructing funding opportunity announcements, in particular a template library of reusable data elements. 

o Understand the underlying relationship between data elements in the FOAM template library user interface. Harness extensive library of data elements in a template library environment to construct template workflows, facilitating the construction of public funding announcements. 

o Analyze needs of the ICs and Guide Office staff. Recommend improvements to the FOAM user interface that will reduce the burden to the user in capturing of necessary data. 

o Produce a user guide recommending optimal use of this template library for the NIH Guide staff.

o Explore efficient, portable approaches to create and modify templates that fulfil data collection needs, workflows to facilitate editing and approval, and interoperability with NIH systems of record.

o Adhere to the Findable, Accessible, Interoperable, and Reusable (FAIR) principles of digital records.

Required experience (at least 3 years of demonstrable relevant experience, to include):

o Experience designing workflows for forms creation and data collection in a configurable user interface (UI).

o Experience using UI template libraries to configure forms and manage data element dependencies. 

o Demonstrated ability to provide both technical and organizational leadership.

o Ability to conduct analyses and deploy prototype applications in a cloud environment such as Amazon Web Services, Google Cloud, or Azure.

o Knowledge of standard metadata schema such as XML and JSON.

o Knowledge of programming languages for data manipulation such as R and Python.

o SQL design skills and experience with relational database products.

o Strong problem solving and analytical skills.

o Effective oral and written communication skills including the ability to create and deliver clear reports and presentations.

o Excellent interpersonal skills with ability to explain technical issues to technical and nontechnical staff. 

o Excellent project management skills.

o Experience batch scripting in a Unix or Linux environment.

Desired (optional) experience:

o Experience working in the NIH extramural environment.

o Knowledge of persistent identifiers such as Digital Object Identifiers.

o Detailed knowledge of alternative “NoSQL” database structures such as key-value, document, column-family, and graphical databases.

Educational requirements:

Master’s degree or doctoral degree in a discipline of science, engineering, computer science, operations research, mathematics, or statistics.
