DOUGLAS COUNTY GOVERNMENT is Hiring a Child Support Specialist Near Castle Rock, CO

Performs complex technical and customer support duties related to the establishment, modification and enforcement of court orders within the Child Support Unit of the Department of Human Services. Position uses State and County-based computer systems. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manages an assigned child support caseload or task-flow, which may include one or more of the following roles: (Duties listed are meant to be examples and are not necessarily comprehensive)

Intake: Reviews child support applicant questionnaires and public assistance program referrals, extracts information required for case creation. Monitors application due dates and maintains record of pending applications to finalize case initiation within State and Federally mandated time frames. Creates case files. Researches existing court and child support cases. Enters court order information in database. Generates initial case paperwork. Communicates with members of the public seeking information on child support services, and with child support applicants; provides descriptions of the services offered by the Unit and guidance through the application process.

Fiscal: Gathers payment documentation from various customers and clients and performs calculations of child support balances. Reviews and allocates payments in suspense. Reviews and works disbursements on hold, which may include performing locate activity. Reviews Over-the-Counter payments and updates database. Performs ledger adjustments. Initiates ledgers. Communicates with Obligees, Obligors and/or their attorneys concerning fiscal aspects of the child support case. May be called to testify in administrative or court hearings or actions. 

Establishment: Maintains APA certification as required by State policy. Conducts genetic testing. Researches public assistance expenditures and calculates appropriate public assistance debts. Gathers income and expense information and runs child support guideline worksheets. Conducts conferences with parties to establish paternity and child support through the Administrative Process (APA) whenever possible; when APA is not appropriate, sets court hearings and sends notifications, prepares file for County Attorney, monitors for hearing results, and updates database with new order information. Provides direct support to the County Attorney while in court. Prepares and files Reports of Paternity Determination (RPD) with Vital Statistics. Initiates cases to other states’ child support agencies as appropriate and monitors for established orders. 

Modification: Processes review and adjustment requests or computer alerts. Determines if a modification of a child support order is warranted. Gathers all relevant income and expense information and runs child support guideline worksheets. Conducts conferences with parties to negotiate modification stipulations. Prepares documents for attorney review and monitors for finalization. Sets hearing dates and sends notifications, prepares files for County Attorney, monitors for hearing results, and updates database. 

Enforcement: Communicates with stakeholders regarding case status, program processes and procedures, enforcement remedies, balance and payment information, and other case activity; communication includes telephone calls, emails, mail, faxes, and walk-in visitors. Generates and mails outgoing documents to obtain information for case parties. Research available databases for new information; maintains case records. Initiates cases to other states’ child support agencies. Prepares legal forms. Monitors automated enforcement remedies and case alerts, intervenes as necessary. Works reports to verify that cases are receiving appropriate, timely activity.

In addition to assigned role(s) above, completes trainings and attends meetings and professional conferences as assigned. Assists with coverage for other caseloads during team member absences or vacancies, as assigned. May be cross trained in functions outside of regularly assigned duties.

Performs other duties as assigned.

EDUCATION and/or EXPERIENCE

  • Associate degree (bachelor’s degree preferred)
  • Two years of progressively responsible experience in the child support field or related equivalent (human services or paralegal) experience.
  • A combination of education and experience may be considered.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:

  • This position requires successful completion of a criminal background check including fingerprinting through a national database.
  • Existing APA Certification a plus. Individuals hired to fulfill Establishment or Modification duties must be able to obtain their APA certification within one (1) year of hire.
  • Notary Commission a plus. Ability to gain commission within the first year of employment.
