Central Administration is Hiring a DIRECTOR OF HUMAN RESOURCES (#382) Near Everett, MA

DIRECTOR OF HUMAN RESOURCES 

The Director of Human Resources, reports directly to the Chief Financial Officer and has the primary responsibility for providing leadership and overall administration and evaluation to the Human Resources Department to ensure optimal service and practices in the areas of recruitment, retention, labor relations, employee benefits, employee discipline and legal compliance (Title IX, harassment and anti-bullying) in an education setting.

PREREQUISITE TRAINING

  • Bachelor's Degree or higher 
  • Title IX Certification
  • Demonstrated experience with labor associations and collective bargaining agreements
  • Demonstrated knowledge and experience with Federal, State, and local laws and regulations as they relate to personnel administration, payroll and benefits.
  • Experience as Central Office Administrator.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Human Resources
  • Manage and supervise the human resources department. 
  • Manage recruitment and onboarding efforts to obtain highly qualified candidates for vacancies and staffing needs.
  • Serve as the Sexual Harassment Officer, Affirmative Action Officer and Title IX Coordinator. 
  • Plan and coordinate yearly Harassment training for all employees.
  • Investigate personnel issues and, along with central administration, determine the appropriate course for action. 
  • Maintain compliance with federal, state law and regulations and ensure contract language is followed. 
  • Maintain currency in the regulations, statutes, rules and policies affecting the human resource matters, and inform central administration of any updates. 
  • Maintain all law postings in all required locations. 
  • Complete and retain necessary documentation for employee illnesses, injury, unemployment and compensation claims and oversee the process from intake to resolution. 
  • Act as the liaison between the City of Everett and the Everett Public Schools regarding the coordination of benefits.
  • Maintain confidentiality with all human resource matters. Assist in the annual New Teachers Orientation. 
  • Coordinate and monitor compliance in all cases involving FMLA and HIPPA regulations.
  • Enroll new employees in the Massachusetts Teacher Retirement System, the district management information system, and the Soft Right Program. 
  • Provide resources and support for employees who plan to retire. 
  • Coordinate benefits of tax shelter annuities with the City of Everett's third party administrator. Prepare required reports for the Massachusetts Teacher Retirement System. 
  • Assist with leading the implementation of the new MUNIS HR system scheduled to go Live in January 2023. This includes subsequent training efforts for staff on how to manage and navigate the new system.
  1. Payroll Administrator
  • Maintain and oversee the city benefit plans and payroll deductions for all Everett Public School employees. 
  • Communicate with and provide guidance to all Everett Public School employees regarding payroll requests and inquiries. 
  • Generate, oversee and submit all weekly, bi-weekly and monthly payrolls.
  • Maintain position classification and compensation plans, and process all step increases, retro payments, stipend payments, differentials, leave payouts and other salary corrections as and when needed.. 
  • Work closely with City of Everett payroll to ensure compliance with federal, state law and regulations. 
  • Perform any other duties and assume other responsibilities as may be assigned. 
  • Ability to employ tact, diplomacy, and sound judgment in dealing with sensitive issues and challenging situations using culturally and linguistically sustaining practices.

SALARY 

This is an exempt position. Salary is commensurate with experience and education
