JOB TITLE : Director, Business & Diversity Initiatives
SALARY RANGE : $118,300 - $123,500

SUPERVISOR : Deputy Chief Diversity Officer, Technology, Operations, DBE Certification and MWDBE/SDVOB Outreach
LOCATION : 2 Broadway
HOURS OF WORK : 9:00am-5:30pm
DEADLINE : Open Till Filled
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY :
The purpose of this position is to recruit MWDBEs and SDVOBs and integrate these firms in MTA and its agencies' procurement process. The incumbent will be expected to plan, direct and coordinate programs, strategies, and special events to market agency-wide procurement opportunities. The expected end results include achievement of MTA's MWDBE and SDVOB goals and objectives and maximum participation by MWDBEs in the areas of capital and operation procurements.
RESPONSIBILITIES :
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Recommend, develop, and implement a uniform cost-effective outreach program to identify and attract MWDBEs/SDVOBs for certification consideration as a strategy for increasing contract awards to such certified MWDBE/SDVOBs. Plans, directs, coordinates, and manages all agency MWDBE/SDVOB procurement outreach events and MTA representation.
  • Develop and implement marketing plans focused on specific business industries within the MTA's 14-county service area. Additionally, the incumbent informs the MWDBE business community about doing business with the MTA, procurement activities, and of the MWBE and DBE certification processes. Analyze compliance reports and provide a shortfall analysis of underrepresented goods and services for strategic outreach.
  • Create a portfolio of all events supported by MTA DDCR to include detailed Event Fact Sheets. The fact sheet must include a description of the event, provide background information and all pertinent details and timelines, a list of expected or confirmed officials and or other notable supporters in attendance, MTA attendees, level of financial support or in-kind services previously provided, and current requirements. Event Fact Sheets will be updated to include detailed notes of lessons learned, outcomes and or any information that would make future events more successful.
  • Plan, direct, coordinate and manage diversity events internally and externally. Maintain a calendar of scheduled events as well as a projected calendar that details tentative dates, event description, location, registration fees, host, and contacts. Provide advance notice of upcoming events to MTA stakeholders. Secure MTA Ethics & Compliance Approvals and register all MTA attendees accordingly. Process event invoices, membership dues, and or any related fees for approval timely, track and monitor until paid.
  • Responsible for ensuring the timely planning, coordination, and submission of travel request forms, routing of travel authorization request memos for approval, submitting approved requests to Corporate Ethics and Compliance via Archer as well as arranging use of the company vehicle and or car rentals as needed in a timely manner on behalf of DDCR attendees. Also, collects and submits reimbursement forms timely. Advises members of DDCR and other MTA employees of necessary travel approvals, reimbursement forms, and provides assistance with coordinating hotel arrangements and or other registration requirements for DDCR and other MTA department attendees participating in DDCR supported events. Provides all attendees with an event itinerary and holds a briefing session to discuss all necessary preparation and logistics.
  • Ensures the preparation of outreach material, sets up and staffs information tables or MTA booth at events. Ensure that all handouts are up to date including agency contacts and procurement opportunities. Takes inventory of outreach supplies and logs quantities needed for major and minor events. Ensures that print requests are submitted timely so that Outreach has a sufficient supply of brochures or other handouts for upcoming events. Maintains a record of firms certified and firms interested in certification, follows up with firms interested in Doing Business with the MTA by inviting them to DBE Certification Workshops or the New Firm Orientation Workshop and or other MTA hosted events. May also introduce new firms to Procurement Supplier Diversity liaisons.
  • Plan and organize annual events in an effort to maximize MWBE participation in the following procurement categories: Construction/Construction Related Services, Architectural/Engineering, Information Technology, Vendor/Supplier Services and Professional Services or other professions as needed. Also, direct and organize various diversity outreach efforts in conjunction with the MTA's external diversity partners and the New York City business community.
  • Ensures the development and maintenance of a database of firms in an effort to maximize opportunities for the MWDBEs in the various programs managed by the Department of Diversity and Civil Rights.
  • Direct, coordinate and participate in outreach events and in-house networking forums. Develops and maintains relationships with the NYS business community where MWDBEs can be recruited. Ensure the development of external sources with a goal of building strategic community relationships.
  • Maintain relationships with DBEs, majority-owned firms, community-based organizations, and DBE advocacy groups in order to seek comments about establishing MTA's overall DBE goal and goal rationale, as required by the FTA. Schedules periodic public briefing sessions on behalf of DDCR to discuss the proposed DBE goal and goal rationale.
  • Formulates reports required to assist in analyzing issues and trends for executive management and the Diversity committee of the MTA Board, on outreach efforts and community feedback and any related issues.

EDUCATION AND EXPERIENCE :
  • REQUIRED:
  • A Bachelor's Degree in Public Policy, Business, Human Resources, Social Sciences (includes Sociology) or a related field. An equivalent combination of education and experience may be considered in lieu of a degree.
  • A minimum of 8 years program management experience in MWDBE and Diversity Programs with an emphasis in contract compliance, MWDBE certification, procurement, training, and outreach.
PREFERRED:
  • Minimum of 3-4 years of supervisory, leadership, and/or project management experience.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
  • Master's degree in a related field.
  • Familiarity with the MTA's policies and procedures.
  • Familiarity with the MTA's collective bargaining procedures.
