As part of the Project Management Office (PMO), project managers are management support associates responsible for project administration and support. Under the direction of the program manager or project director, they oversee the completion of project tasks and monitor adherence to perpetual project management process standards. The PMO relies on project managers to follow up on open items and track issues. They apply their knowledge of the best practices for project management and administration to their key duties, including resource allocation, schedule updates, task planning and progress reporting. 

They monitor work efforts, assign resources, delegate tasks and report progress to senior managers and various stakeholders. They support project management offices and document all project related assignments, issues, and risks. They are technically astute and assist with creating reports and presentations using a variety of office productivity tools. They also aim to improve project management and administration processes by identifying inefficiencies and recommending process improvement solutions.

Responsibilities

  • Responsible for all assigned projects and manages process, scope, definition, planning, monitoring, and other aspects of a project
  • Provide project management support for multiple cloud hosted software development projects 
  • Support Government Product Lead in identifying tasks and activities required to deliver complete scope of work
  • Sequence tasks and estimate their duration; develop a clear and realistic schedule of events and manage to the schedule
  • Support required meetings and forums to provide stakeholders with visibility of planned project activities 
  • Ensures projects risks and issues are communicated and mitigated
  • Advise the Government Lead on project planning, developing project plans and documentation; defining and managing project resources and provide general project and technical support
  • Detailed project planning activities including project scoping, team planning, scheduling, budgeting, communication planning, risk identification and mitigation, etc.
  • Program planning including master plan/milestones
  • Project scoping, planning, and costs and benefits estimation
  • Communication of relevant project status and issue information to the PMO team, project stakeholders, and leadership
  • Represent your projects in planning and status review meetings
  • Organize and facilitate project planning, weekly, reviews, retrospectives, and other project related meetings
  • Ensuring workstreams have the adequate resources
  • Provide support to conduct administrative project initiation and close-out of contract activities including archival of project artifacts, "lessons learned" sessions, rating contractor performance and developing Project Closeout Reports
  • Support projects through agile development approaches
  • Support team in analysis and governance of expansion to new technologies in the Microsoft portfolio
  • Work administratively to ensure policies/security of project and contract
  • Perform other duties as assigned

Requirements

If you have at least four years of experience in leading software development teams in all aspects of the SDLC but have never held the title "Project Manager", we would like to talk with you about our growing portfolio supporting HHS on enterprise systems and projects. 

  • Bachelor's degree or equivalent years of experience in lieu of a degree
  • Either Certified Associate Project Manager (CAPM) or Professional Project Manager (PMP)
  • Three to four years of experience working on software development teams 
  • Strong Project Management skills and experience
  • Experience using Microsoft Project
  • Proven record of prioritizing and executing tasks in a fast-paced environment based on developing a strong understanding of the program office priorities
  • Understand dependencies on activities including external teams and resources and track its impact on project schedule
  • Identify and document risks, issues, and opportunities
  • Work within product team and across multiple teams to support project activities
  • Develop executive briefs including Interim Program Review and Quarterly Project Reports
  • Previous experience implementing Agile methodologies with applications on AWS and 
  • Experience with supporting the clinical research or scientific communities
  • Experience with Agile tools such as Azure DevOps
  • Ability to work well under pressure with tight deadlines
