Overview

DevTech is recruiting a full-time Policy Analyst to work within USAID Data Services in USAID’s Bureau of Management, Office of the Chief Information Officer. The USAID Data Services team is designed to improve awareness, availability, access, and capacity to transform the way USAID collects, analyzes, and uses data to ensure development outcomes are supported by evidence. To support this effort, ADVISE is seeking a Policy Analyst who enjoys public policy, international development and data to help determine what data governance policies make sense for a federal agency working primarily in developing countries to rationalize its use of data.

Responsibilities

  • Support day-to-day management and project coordination for USAID Data Services Data Governance and Risk Management team. 
  • Carry out Secretariat duties for USAID’s Data Board, including planning meetings, meeting presentations, preparation of meeting minutes and all related follow-up. 
  • Administer and shepherd through USAID’s Data Board, the creation of policies that govern data standards, information collection, retention (accession/de-accession), preservation, rescue, sharing, and publication. 
  • Support USAID’s Chief Data Officer in drafting, reviewing, updating, and providing feedback on institutional, national, and international policies to ensure conformance with legal mandates, professional best practices, and expectations of practitioners in the realm of data and information management.

Qualifications

  • Graduate degree, preferably with a strong focus on data management, public policy, international development, or a related discipline. 
  • At least three years of relevant work experience. 
  • Experience in international development and/or foreign policy issues. 
  • Interest in U.S. data and information management law and policies. 
  • Strong facilitation skills. 
  • Experience communicating with senior-level leadership. 
  • Strong written and oral presentation skills. 
  • Organization and attention to detail. 

Preferred Qualifications 

  • Experience working with USAID or USAID funded projects strongly preferred. 
  • Experience drafting data governance and/or policy-related documents. 
  • Experience implementing and supporting successful organization-wide data and information governance frameworks. This includes structuring, convening, and participating in effective governance bodies and working groups that collaborate to establish strategic directions, procedures, and policies for digital information and data operations and systems. 

The candidate must be a U.S. citizen to qualify for the required U.S. government security clearance for this project.
