Dane County is Hiring a Human Resources Specialist Near Madison, WI

Dane County has a full time opening for a Human Resources Specialist. We offer excellent pay and benefits. This position is allowed to work a hybrid work schedule. The current schedule is Monday through Friday, 7:45 am to 4:30 pm, with working one full day per week in the office.

The Eligibility List created will be used to fill the current position and future vacancies over the next six (6) months.

Dane County offers a wide range of benefits including fully paid dental and HMO health insurance premiums for full time employees/pro-rated for part-time employees. The County will also provide contributions towards POS health insurance premiums and short/long term disability. Additional benefits available include long term care, vision coverage, flex spending account and deferred compensation programs paid in full by the employee and a wellness program (for further details visit www.countyofdane.com/emprel). Employees hired after 7-1-11 must be expected to work a minimum of 1200 hours annually to be enrolled in the Wisconsin Retirement System when hired. Dane County also provides 6 weeks of paid parental leave for birth or adoption of a child.

DEFINITION

Performs complex, lead Human Resources responsibilities. Responsible for HR records management ensuring compliance with State and Federal law, County Ordinance and Human Resources best practices. Processes payroll and advises departments on proper payroll procedure. Maintains budgeted position control for the County and manages several budget line items for Employee Relations. Acts as backup during the Human Resources Manager’s absence. Provides administrative support as needed to the division. Interfaces with many other departments to share and clarify pertinent information and instruct on proper HR procedures and processes.

EXAMPLES OF DUTIES

Monitors personnel change and recruitment request source documents (including new hires, separations, unpaid leaves of absence, reclassifications, changes of address, etc.) for correctness including classification and pay rate. Maintains budget position report and verify vacant positions. Maintains vacancy report, creates quarterly Affirmative Action Activity Report. Enters personnel change information from source documents for the personnel/payroll data base system to maintain the payroll. Provides position control or tracking and maintains a variety of outputs including the budgeted position report. Advises departmental payroll clerks on payroll procedures and questions. Responds to requests for information. Monitors budgetary expenditures for the division as needed. Administers Bumping process, meeting with employee and Union to determine seniority of employees involved and coordinates the implementation of employee bumping. Monitors and maintains advertising budget. Manages all advertising contracts and transactions with vendors. Performs spread sheet data processing and advanced word processing functions.

Education, Training and Experience:

Any combination of education, training and experience equivalent to a Bachelor’s degree in Human Resources, two (2) years of experience with components specific to the following HR functions: records maintenance, recruitment, payroll, basic accounting principles. Experience leading, orienting and training individuals/groups. 

Special Requirements:

Must have a valid driver’s license, or access to reliable personal transportation, or equivalent.

Physical and Environmental Work Requirements:

Typical office environment. Ability to see and hear within normal ranges with/without adaptive devices. Manual dexterity using fine and gross motor skills. Good visual acuity and hearing with or without corrective devices. Ability to sit and/or stand. 

Extensive knowledge of County position control and budgetary procedures and guidelines related to hiring. Knowledge of/ability to learn budgeted position control process. Knowledge of statutory regulations and best practices regarding personnel records and processes. Ability to process payroll using mathematical equations and accounting principles for leaves of absence, vacation, holiday time, etc. Basic bookkeeping ability. Ability to make decisions based on research, knowledge of issues and evaluation of circumstances. Excellent interpersonal, oral and written communication skills. Ability to interpret and implement complex policies and regulations. Ability to quickly and accurately process a large number of documents. Ability to work independently. Ability to take a critical approach towards work methods. Ability to compare names and numbers accurately and rapidly. Intermediate to advanced computer skills including use of Microsoft Office suite applications (Excel, Word, PowerPoint, Outlook, etc.), internet, HRIS and accounting database programs.
