Responsibilities

We are seeking a mission-focused Senior Project Manager to support and contribute to our government customer’s success in Washington, DC!

 Our certified project management staff directs information technology (IT) projects for the Office of the Chief Information Officer of the National Nuclear Security Administration (NNSA), United States Department of Energy. The NNSA OCIO manages and governs the NNSA IT portfolio and ensures its strategic alignment. The scope of the project is to develop and deploy a fully functional Azure Private Cloud infrastructure for use by various locations for the Department of Energy - National Nuclear Security Administration. The Senior Project Manager is responsible for leading teams to deliver project(s) that span across one or more business units. Manage resources, schedules, financials and adhere to stage gate quality and SDLC control guidelines throughout the full systems development life cycle, including management of issues, risks, and project change requests to ensure successful and on-time project delivery. Contribute to process improvement initiatives as it relates to improving project delivery. The Project Manager verifies that the project produces the required deliverables of quality within the specified constraints of time and cost and to achieve the potential benefits defined in the business case. 

Duties, Tasks & Responsibilities

  • Act independently to deliver project to schedule, budget and scope; support provided as required and requested, and is self-driven and motivated
  • Provide on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Perform the relevant project management processes - i.e. initiate, plan, execute, monitor and control and close, and the supporting processes e.g. scope, cost, time, issue, risk, resource, communication, stakeholder management
  • Lead the development of the project charter and scope, and ensure delivery of the solution to schedule, budget and scope
  • Reports on variances to the approved project baseline, project success criteria results, metrics, test and deployment management activities
  • Interface and communicate with project team, management and stakeholders
  • Attend and present at gate reviews and perform quality assurance reviews with all aspects of IT organization and business sponsors
  • Ensures that quality project standards are met as prescribed by IT Services through the effective implementation or use of approved processes, methodologies and deliverables
  • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence
  • Demonstrate a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices
  • Ensure that projects are proceeding according to scope, schedule, budget and quality standards
  • Manage project issues and risks to mitigate impact to baseline
  • Continue professional development to keep abreast of emerging technologies, methods and best practices

Qualifications

Required Experience, Education, Skills & Technologies

  • Prior experience with managing complex IT projects with personal accountability for delivering to time and cost
  • Proven success in providing on site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Ability to indirectly manage virtual team members from a diverse cultural background
  • Experience with cloud technologies, cyber and security services
  • Must have the ability to work independently and be self-motivated as well as being a team player
  • Must be assertive and confident
  • Flexibility for traveling as some may be required
  • Demonstrated ability to create project plans and assist with monitoring and tracking cybersecurity solution offerings
  • Minimum of 8 years of experience including minimum 5 years of established leadership across the discipline and function in business planning, resource allocation and project management
  • Strong communication and interpersonal skills (including negotiation)
  • Excellent written and verbal communication skills – must be able to communicate fluently in English both verbally and in writing
  • Demonstration ability to build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus and achieve objectives
  • Team-building skills with technical and non-technical staff
  • Technically competent with various software programs, including but not limited to Microsoft Office (Word, Excel, PowerPoint, Visio), Microsoft Project
  • Adept at conducting research into project-related issues and products

Required Qualifications

  • U.S. Citizenship (no dual citizenship)
  • Bachelor's Degree in appropriate field of study or 4 years of work experience
  • 3 years of IT project management
  • 8 years of project management experience, including tracking and planning projects
  • 8 years of experience working with business stakeholders within a cross-functional matrix environment
  • 5 years of previous experience with gathering requirements from the client / business and documentation
  • 5 years of experience with full product life-cycle with understanding of development life-cycle and various technology methodologies that support that life-cycle
  • Proven ability to demonstrate a drive for results and accountability of business needs
  • Proven ability to work in an ambiguous environment and collaborate across multiple areas to achieve a common business objective
  • Interpersonal skills to influence and spur change, facilitate and enhance performance within a cross - functional environment
  • Demonstrate decisiveness in resolving business problems, making decisions and identifying priorities

Security Clearance Level

  • Department of Energy (DOE) “L” or “Q” Clearance or an active Secret or Top security clearance from Department of Defense (DOD), with the ability to transfer to DOE to achieve a Q clearance or the ability to obtain a clearance

  • PMP Certification
