We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Global Health (GH). Position Summary

The Africa Bureau’s Office of Sustainable Development (AFR/SD) provides intellectual, technical and strategic leadership to the Africa Bureau on sectoral policies, priorities and budgets through analyses, strategy development, program design, technical assistance, advocacy, and information dissemination. It comprises four divisions: health; education; conflict, peacebuilding and governance; and economic growth, agriculture and trade.

The Health Division (where this position will be placed) is dedicated to improving health outcomes across Africa and supporting our field Missions to do so. Programming ~$14 million USD each year, the team focuses on: 1) strengthening, supporting, and elevating regional institutions and partnerships; 2) recognizing and leveraging multi-sectoral approaches responsive to key health and development challenges; and 3) identifying and communicating regional trends, challenges, and opportunities. The team, comprised of ~20 technical experts spanning COVID-19, HIV, TB, malaria, maternal and child health, family planning, health systems strengthening, and global health security-- builds relationships between AFR and other work units across the Agency and interagency, ensuring that AFR context is applied to global health policy, programming, and decision-making.

The Public Health Advisor will primarily support the Health Division in the AFR/SD office as a Credence Institutional Support Contractor (ISC). In this role, the selected candidate will provide support for the COVID response in the Africa region, tracking COVID-19 funds performing other technical and analytical duties, including:

Responsibilities

The Public Health Advisor will:

  • Guide the technical review process and support the programming, monitoring, and evaluation processes for all COVID-19 funds programmed through AFR (over $500 million),
  • Liaise with colleagues in the Program Offices of both Bureaus for Africa and Global Health to ensure that funds are appropriately allocated and obligated, building/supporting knowledge management systems to ensure that funds are tracked, and decisions documented for transparency and accountability;
  • Monitor COVID-19 epidemiology in AFR, identifying early signals of surges and making related funding and programming recommendations;
  • Serve as AFR point of contact for the Saving Lives Now COVID response activities to include USAID’s investments in improving Oxygen access and Test to Treat on the continent, forging relationships with colleagues working on these issues in the Agency and inter-agency;
  • Collaborate with colleagues across the Agency and inter-agency to identify COVID-related opportunities and needs;
  • Support AFR’s response to requests from Congress, the National Security Counciland USAID Agency Front Offices, among others, adeptly pulling together talking points, Mission input, and topline messages;
  • Dialogue with AFR Missions to understand response gaps, programmatic and human resource needs, and other mission challenges, and coordinate solutions with the COVID Team based in the Bureau for Global Health and others in the Agency and inter-agency.

Qualifications

  • Master’s degree in public health, epidemiology or equivalent and 6 years relevant experience, or Bachelors degree and 8 years relevant experience in the field of public health or equivalent education and work experience.
  • Demonstrated ability to identify and solve problems, and coordinate and support activities that lead to mutual success across the different sectors.
  • Demonstrated ability to work both independently and in a team environment.
  • High degree of judgment, ingenuity, and originality to interpret strategy and to analyze, develop, and present work results.
  • Ability and willingness to travel domestically and internationally approximately 20%.
  • US citizenship with the ability to obtain and maintain Secret Security clearance required
