We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Global Health (GH). These roles deliver institutional support services in a wide range of technical areas at the junior, mid-, senior, and expert levels.

The Program Analyst will primarily support the Health Informatics Branch as a Credence Institutional Support Contractor (ISC). In this role, the selected candidate will provide support to the team, performing a variety of both complex and routine administrative and technical duties. The PA provides support to a growing team of Health Information Systems (HIS) technical advisors, performing a mix of analytical and operational duties designed to support our mission outreach activities and internal systems development. These duties range from tasks such as scheduling briefings and meetings and maintaining program files to more complex analytical tasks such as collecting, compiling, and analyzing data from internal USG information systems; supporting key software development lifecycle processes such as user acceptance testing (UAT) for USAID’s GH Surveys mobile application; maintaining spreadsheet-based project trackers; and generating training materials such as job aids for field-based mission staff.

Responsibilities

Specific technical duties may include:

  • Assist in development of technical and program documents, such as annual reports, interagency documents, action memos, talking points, Congressional Notifications, and technical PowerPoint presentations.
  • Assist HI Branch technical staff in supporting field as necessary; travel to USAID missions as necessary; track, oversee, coordinate, and report on field support (may include technical responses to emails and phone calls);
  • Assist HI Branch technical staff in advancing the objectives of the SIEI Division through the development, deployment, and support of central USAID systems such as GHSurveys.
  • Coordinate, organize, and liaise with members of working groups, missions, and other USG agencies in support of program implementation, and attend working groups to advance USAID program objectives.
  • Assist in development, review, and analysis of program technical updates.
  • Lead User Acceptance Testing (UAT) process for Global Health Surveys (GHSurveys) mobile application, including the development of UAT guidance, coordinating testing participants, tracking testing findings and providing input on the release timeline based on the UAT.
  • Lead GHSurveys end user support activities, including tracking and responding to Helpdesk tickets, managing the systems listserv, drafting, and distributing end user communication and responding to support requests.
  • Support GHSurveys project manager in drafting, reviewing, and distributing project communications to meet project goals and milestones.
  • Support the Development Data Commons in all aspects in specification definition across all phases of the life cycle (initiation, planning, execution, monitoring and control and close out) as part of a broader program.
  • Support key Development Data Commons development and operations functions such as facilitating the data review, total quality, user experience (UX/UI) and data mapping inspection processes with subject matter experts.
  • Co-design and support end user Development Data Commons communications.
  • Review, discuss, and consult with Technical Advisors and AOR/CORs regarding the approval of work plans, budgets, and activities.
  • Support Technical Advisors and AOR/CORs in providing recommendations and technical input regarding project management and implementation.
  • Assist AOR/COR and Technical Advisors in compiling appropriate financial documentation to ensure timely award and sub-award approvals, budget obligations, and agreement/contract modifications.
  • Assist technical staff in the preparation of various program documents and correspondence such as project authorization documents, action memos, and waivers, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Compile and analyze programmatic, technical, and budgetary data for the team’s project(s) and activities, and organize data for use in briefings, publications, reports, and decision making.
  • Support the formulation and implementation of program budgets, including Office and Agency budgeting exercises.
  • Support Division- and/or Branch-related communications to the field, including development and distribution of monthly newsletter and other relevant guidance.
  • Assist in development of technical updates and other technical/policy communication to the field including documents, presentations tools, report templates, trackers, and best practice documents, as needed.
  • Develop talking points, information briefs (e.g., one-pagers), and presentation materials as needed.
  • Manage division and/or branch documents within Google drive, internal website, and listservs.
  • Support Division- and/or Branch-related communications to the field, including development and distribution of monthly newsletter and other relevant guidance.
  • Assist in development of technical updates and other technical/policy communication to the field including documents, presentations tools, report templates, trackers, and best practice documents, as needed.
  • Develop talking points, information briefs (e.g., one-pagers), and presentation materials as needed.
  • Manage division and/or branch documents within Google drive, internal website, and listservs.
  • Respond to Mission requests and help coordinate field requests for TA and provide support, as appropriate. Follow up to ensure completion of requests.
  • Participate in cross-agency and interagency forums related to the work of the assigned division and/or branch.
  • Support the identification and information collection to help move project phases through various required review boards and phase gates.
  • Schedule team meetings and events; Support team with general logistics/support; maintain team calendar, call lines, meeting setup and logistics.
  • Provide administrative support for hiring actions, onboarding of new staff, meetings logistics, Front Office taskers, and memos, as needed.
  • Document minutes/notes of regular division and/or branch meetings, or other partner meetings, as required.
  • Participate in professional continuing education, skills training, and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.

Qualifications

  • Master’s degree and 4 years, Bachelor’s and 6 years, Associate’s and 8 years, or High School and 10 years of professional experience
  • US Citizen or permanent residence with the ability to obtain facility access clearance is required
  • A demonstrated general interest in international development and global health, and in particular demonstrated interest to HIV/AIDS, strategic information, and data analytics
  • Strong organizational skills
  • Experience in project administration and management procedures preferred
  • Some knowledge of USAID rules, regulations and capacity building concepts is a plus
  • Strong oral, written communication, and comprehension skills
  • Ability to handle multi-tasking well
  • Excellent interpersonal skills
  • Ability to effectively present information and respond to questions from team members, managers, and others
  • Strong quantitative and analysis skills
  • Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint)
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Experience in graphic design and demonstrated skills with Adobe Creative Suite, including InDesign, Illustrator, and Photoshop are preferable
  • International travel, ranging from 5-15%, depending on circumstances
