Overview

Credence Management Solutions, LLC (Credence) is seeking Contracts Specialist within USAID’s Bureau for Global Health, Office of Country Support (OCS).

Summary Statement

The Bureau for Global Health at the U.S. Agency for International Development (USAID) supports field health programs, advances research and innovation in selected areas relevant to overall agency health objectives and transfers new technologies to the field through its own staff’s work, coordination with other donors, and a portfolio of grants. The Bureau is USAID’s center of excellence and focal point in providing worldwide leadership and technical expertise in the areas of child and maternal health and nutrition, HIV/AIDS, infectious disease, population, family planning and related reproductive health, and health systems. As such, the Bureau aligns resources with identified public health and development needs and influences the global health priorities of the U.S. private sector, U.S.-based foundations, other donor organizations, host country governments, and host country civil society organizations. It also serves as the primary source of technical expertise and intellectual capital to the Agency and other U.S. foreign affairs agencies. The Bureau is the Agency repository for state-of-the-art thinking in biomedical, social science, and operations research and works to produce technical advances and innovations that can be disseminated and replicated at USAID Missions throughout the world.

Office of Country Support

USAID's Office of Country Support (OCS) is the Bureau of Global Health's (GH) hub for providing integrated technical and programmatic assistance to USAID Mission health teams. Serving as a bridge between USAID/Washington and Missions, GH/OCS coordinates across the GH Bureau and Regional Bureaus to streamline support to Missions. This support aims to assist Missions to achieve country-level development objectives; develop, implement, and monitor the quality of field programs and activities; meet Agency design, monitoring and reporting requirements; and facilitate Washington/Mission alignment of USAID health priorities. GH/OCS also supports the GH's Country Health Team System, which draws on GH staff expertise from across Bureau offices to monitor and address strategic, technical, and programmatic issues, working with mission health staff to improve country and regional programming. Over the past 2 years, due to the staffing shortages at missions throughout the world, OCS established a Field Coordination Unit (FCU) to address the staffing needs of the field. The FCU manages several mechanisms that provide surge support to the Health Offices in missions throughout the world. These include GH-TAMS, PSC Rovers, FSO Rovers and the Health Firehouse PSCs.

The FCU will be adding a new cohort of Firehouse PSCs to the existing cohort, increasing the total to 17 PSCs. This cohort will require a great deal of support from the FCU, and the Contracts Specialist will fill a critical role in supporting the COR and CO in all aspects of the analytical and contracts management.

Job Requirements

The Contracts Specialist will be an essential member of the Office of Country Support and will work on a day-to-day basis with the Senior Advisor, Field Coordination Unit (FCU) who serves as her/his POC, within that respective organizational unit. The Contracts Specialist provides support to the team, performing a variety of both complex and routine administrative and contractual support duties.

Responsibilities related to the Contracts Specialist position will include all administrative tasks related to PSC awards from maintaining files, responding in an informed and timely fashion to contractual questions and request for assistance. The Contracts Specialist needs excellent organizational, financial and the ability to excel in a deadline-oriented work environment. The Specialist will work closely with the Contracts Officer for the PSC contracts, along with the Technical Advisor, Program Coordinator and the Senior Field Coordinator in the FCU.

Responsibilities

The Contracts Specialist is responsible for supporting the work of the Field Coordination Unit, which manages the GH-TAMS contract ($125M), 17 Firehouse PSC contracts and the 2 PSC Rover contracts. The position will ensure that the strongest possible long-term coverage is provided, which includes all aspects of PSC negotiation, award and contract administration activities.

Illustrative examples of possible tasks include:

  • Responsible for administrative tasks related to PSC awards from maintaining files, responding in an informed and timely fashion to contractual questions and request for assistance. This includes demonstrating an appropriate sense of urgency when responding to internal and external customer requests.
  • Support PSC negotiation, award and contract administration activities.
  • Draft all contract documents, including budgets and memos necessary to execute contracts and contract modifications for assigned actions. Ensure that all reports are accurate, complete, and timely.
  • Ensure assigned PSC contracts are in compliance with USAID, US Government, and other regulations, laws, standards, procedures.
  • Maintain electronic and hard copy files and systems in compliance with US Government and USAID standards
  • Monitor and track upcoming contractual actions and deadlines. Responsible for assuring that all information regarding the status of assigned procurement actions are in the Global Acquisition & Assistance System (GLAAS) databases and/or current systems as applicable for completion of work tasks and as per agency regulatory requirements.
  • Support the PSC recruiting process
  • Understand and execute the USAID PSC recruitment process: developing a recruitment plan, assisting in the development of solicitations, managing the application process, arranging interviews, and providing information on positions to candidates.
  • Responsible for administrative tasks related to PSC recruiting including maintaining files, answering contract questions for candidates, and reporting on ongoing recruitments.
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.
  • Other duties as assigned.

Qualifications

  • Minimum of Master’s degree and 5 years professional experience or Bachelor’s and 7 years or more of relevant experience in social science, public health, public policy, business or related discipline;
  • 2-3 years relevant work experience; Government contracting experience (FAR and AIDAR), including demonstrated understanding of and experience with applicable laws, rules, regulations and procedures governing contracting operations
  • Successful candidates must be reliable, highly organized, motivated, and able to excel in a deadline-oriented work environment. Professional level skills in both oral and written communication.
  • Experience with basic Human Resources personnel intake processes
  • Customer service outlook and approach
  • Ability to complete tasks independently and in a timely manner
  • Some knowledge of USAID rules, regulations and capacity building concepts is a plus.
