COUNTY OF SONOMA is Hiring a Revenue Accounting Manager Near Santa Rosa, CA

The County of Sonoma Auditor-Controller-Tax Collector-Treasurer is seeking a highly skilled professional to become their Revenue Accounting Manager.
Starting salary up to $66.57/hour ($138,939/year), a cash allowance of $600/month, and a competitive total compensation package!*
As the Revenue Accounting Manager, you will report to the Assistant Auditor-Controller-Treasurer-Tax Collector while exercising considerable discretion and independent judgment by prioritizing and coordinating department mandates, goals, and objectives. As the manager, you will be responsible for oversight of the collection and accounting of property and other taxes for the County of Sonoma as well as other taxing agencies within the County. Additional responsibilities include:
  • Evaluating and implementing improvements to procedures, workflow, and day-to-day operations of County tax collections
  • Coordinating with the County Administrator's Office related to the administration of the Cannabis and Transient Occupancy Tax (TOT) tax collection programs
  • Supervising and assisting in compiling, recording, and reviewing current and delinquent tax collection transactions
  • Preparing and monitoring the division budget
  • Managing a large team of professional technical staff
  • Interpreting applicable provisions of the California Revenue and Taxation Code, as well as the California Government Code, and other applicable codes for the general public and subordinate staff
  • Supervising the preparation of financial, statistical, and operational reports while consulting with data processing specialists
  • Overseeing preparation and publication of delinquent tax lists and actions to deed delinquent tax property to the State.

  • Strong leadership and supervision skills that promote effective communication, team cohesiveness, and a collaborative work environment
  • Experience working in a fast-paced work environment which may require frequent shifting due to competing priorities
  • Excellent oral and written communication skills, and the ability to effectively present ideas to staff, department and County leadership, and the public
  • Exemplary customer service skills with the ability to handle difficult and demanding public inquiries.
  • Solid research, and analytical abilities with expertise in reviewing, interpreting, applying, and implementing regulations
  • A commitment to improving organizational effectiveness, and the implementation of ongoing quality improvement initiatives
  • Multiple years of tax and property tax collection experience, requiring extensive knowledge of relevant California State Codes

This recruitment is being conducted to fill a full-time position with the Auditor-Controller-Treasurer-Tax Collector. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Qualified County employees who wish to be considered for future positions should consider applying to this recruitment. The Civil Service title of this position is Accounting Manager.

Education: Any combination of training and education which would provide the opportunity to acquire the knowledge and abilities listed. Normally, either possession of a college degree in accounting, finance or business administration, with at least 21 semester units or 28 quarter units of Accounting, including Principles of Accounting, Intermediate Accounting, Advanced Accounting, Governmental Accounting, Cost Accounting, Auditing and Business Law or possession of a Certified Public Accountant Certificate would provide such opportunity. 
Experience: Any combination of work experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, four years of increasingly responsible professional level experience in governmental accounting, with at least one year at a supervisory level, would provide such opportunity.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.Thorough knowledge of: the principles, theories, practices and procedures used in governmental accounting, auditing, cost and budget systems; the laws, ordinances and regulations influencing County and District fiscal operations. 
 
Considerable knowledge of:
modern management theories and practices. 
 
Working knowledge of: electronic data processing equipment and use of accounting methods and procedures associated with the use of such equipment. 
 
Ability to:  interpret complex laws, mandates and regulations and apply them to a variety of accounting and audit systems; plan, organize, direct and manage the work of the Department's Accounting Division or Department/Entity Accounting Division; analyze data and draw logical conclusions; evaluate, develop and install complex accounting systems and procedures; establish and maintain cooperative work relationships with Departmental staff, other County staff, staff of other governmental agencies and the general public; prepare comprehensive, clear and concise accounting, statistical, cost and administrative reports; present accounting and fiscal programs to a variety of groups and individuals.

The selection procedure will consist of the following examination:
