County of Oconee is Hiring an Accounts Payable Technician (Temporary) Near WALHALLA, SC

GENERAL DESCRIPTION: 

The purpose of this position is to perform all accounts payable functions for the County to include completing payments and controlling expenditures by processing, verifying and reconciling invoices and vendor statements, as well as clerical and technical accounting functions in support of the finance department.

ESSENTIAL JOB DUTIES: 

  • Responsible for all accounts payable functions for the County, which includes reviewing invoices, vouchers and procurement card transactions for proper general ledger coding, accuracy and potential fraud; ensuring sufficient budget balances to cover expenditures; coding of various utility and telecommunications billings; completing and filing monthly sales and use tax returns; scheduling payment of and entering vouchers into the financial information system; and as necessary, compiling documentation to void checks and/or electronic payments.
  • Responsible for monitoring vendor account statements to ensure payments are up to date; resolving invoice discrepancies; reviewing vendor files and reporting changes/updates to the accounting technician to update the vendor maintenance file; corresponding with vendors; verifying the vendors calendar year data and preparing the required 1099-MISC forms; responding to a variety of internal inquiries; assisting departments with travel reimbursement vouchers and documentation, budget balances, general ledger coding, etc.; maintaining the accounts payable authorized signatures register; reviewing procurement card transactions for tax compliance, fraud, accuracy and appropriateness of general ledger coding; uploading weekly procurement card data to the financial information system; and producing various monthly reports. 
  • Provide general administrative support for the finance department to include, but not limited to being responsible for daily mail and equipment in County’s mail room; verifying journal entries and other financial documents for accuracy; compiling and sending billings to external agencies; generating the required financial transparency reports for the County’s website; and assisting and providing support with budgeting, financial reporting and accounts receivable. 
  • Other duties included as assigned, but not limited to compiling documentation requested by auditors, external customers and management; producing a variety of documents and reports utilizing a range of office software; attending meetings of and participating in County committees and activities; and attending training, seminars, and workshops to enhance job knowledge and skills.

Requirements

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Skilled in all areas of the accounts payable process;
  • Knowledge of general accounting and bookkeeping principles;
  • Knowledge of local government policies and procedures;
  • Excellent organization and research skills;
  • Ability to operate basic office machines and equipment;
  • Excellent computer skills and ability to work with various software;
  • Ability to solve problems;
  • Ability to comprehend technical instructions;
  • Ability to communicate effectively orally and in writing;

EDUCATION AND EXPERIENCE:

  • The minimal educational requirement for this position is: Completion of high school/GED. 
  • Related-experience required: 3 years.
