ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES

The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. In addition to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

DEFINITION:
Under direction, performs a wide range of application development related duties including analysis, design, evaluation, development, coding, testing and maintenance of complex application systems.Under direction, codes, tests, and debugs complex application programs to create new data interfaces or maintains/modifies existing data integration projects according to program specifications.
Participates in the work of a team of Application Developers engaged in the development or maintenance of the most highly technical programs.
Participates the RESTful API programming and data integration implementation via integration engine in XML or JSON format.
Participates in the HL7 interface/data integration implementation via interface engine in various HL7 formats, and the development, maintenance, support of all the integration solutions, such as data parsing, bidirectional real-time HL7 data interfaces, data batch file processing using vendor specified APIs via SOAP and RESTful Web Services.
Follows Software Development Life Cycle (SDLC) and participates in set-up, maintenance, and ongoing development of continuous build/ integration infrastructure.SELECTION REQUIREMENTS:
Bachelor's degree from an accredited college or university in Computer Science, Systems Engineering, or a closely related field AND three (3) years of recent*, full-time** experience coding, testing, and debugging applications programs. Experience also required with the following technologies and practices:
  • Minimum 2 years of BACKEND programming in any of the following language: Java, C#, JavaScript, or Python, and related frameworks, such as Node.js.
  • RESTful API connection projects and T-SQL or PL-SQL programming to perform CRUD operations. 
  • Developing stored procedures and packages
  • GitHub, Continuous Integration/Continuous Delivery (CI/CD), and Shell Scripting.
**Recent is defined as experience gained within the last five (5) years.
**Full-time experience is evaluated on the basis of a verifiable 40-hour work week. Work performed part-time will be prorated on a month-to-month basis.
DESIRABLE QUALIFICATIONS:
Additional credit will be given to applicants that possess the following desirable qualifications:
  • Additional experience in excess of the Selection Requirements  Experience with current and emerging interoperability standards such as: 
  • Health Level Seven International (HL7): V2.x, V3, Clinical Document Architecture (CDA), Continuity of Care Document (CCD), or JavaScript Object Notation (JSON)
  • Fast Healthcare Interoperability Resources (FHIR).
No Out-of-Class experience will be accepted.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative form of transportation to perform the job-related essential functions of the position.
PHYSICAL CLASS II - Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc.EXAMINATION CONTENT:
An evaluation of your education, training, and experience based on your application information weighted 100%.
Candidates must achieve a passing score of 70% or higher on this examination in order to be added to the eligible register.
ELIGIBILITY INFORMATION:

"as-received" basis and those receiving a passing score will be added to the eligible register accordingly.The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.No person may compete in this examination more than once every twelve (12) months.
