The County of Monterey Health Department’s Behavioral Health Bureau (MCBH) has opening for multiple full-time Behavioral Health Unit Supervisors (BHUS). The Bureau currently has vacancies in the Adult System of Care (ASOC), Children System of Care (CSOC), and Access to Treatment.
 
SUMMARY OF POSITION
The Behavioral Health Unit Supervisor (BHUS) provides daily clinical oversight to a multidisciplinary team which includes case managers, Behavioral Health Aides, licensed and licensed-waived staff. The position entails providing clinical and administrative supervision of the team, monitoring caseloads, productivity, and timely documentation of services. The Unit Supervisor works collaboratively with the Behavioral Health Service Manager and community-based partners promoting a wellness recovery, client-centered and strength-based service model.
 
Community Crisis Services Team 
The BHUS will oversee a Community Crisis Services team that is truly public facing and responsive to the needs of our community. This team responds to calls for crisis support that come through the 24/7 Access Crisis Line as well as the Emergency Communications / 911 dispatch center, and provides brief crisis intervention, de-escalation, triage, risk / safety assessment, referral and linkage to individuals and families experiencing behavioral health crisis in the community. The team works in an integrated and supportive manner providing mobile crisis field response when appropriate both in conjunction with and independently of law enforcement and other first responder partners depending on the situation. The team can provide law enforcement and other treatment providers with specialized assistance in responding to individuals, youth, and families in crisis. They collaborate to recognize the signs of psychiatric distress; work to deescalate a mental health crisis; provide resources, and link people with voluntary outpatient services and/or treatment as appropriate. This team seeks to provide support to stabilize the situation in the community to avoid unnecessary hospitalizations and divert from emergency resources (hospital/jail) when appropriate while providing linkage to ongoing care as needed. They facilitate involuntary hospitalization when clinically indicated and act as liaisons with emergency personnel as well as receiving hospitals or providers for continuity of care. The team works collaboratively with other Behavioral Health programs and hospital partners for continuity of care as well as discharge planning coordination to ensure timely access to needed ongoing services following a hospitalization for a behavioral health crisis. They also provide follow-up and outreach and engagement services in the community in response to referrals. The BHUS will ensure timely and quality services are delivered by the team via the community crisis line and mobile crisis services. The BHUS will also monitor referrals and review data to help inform program staffing and ongoing development. The BHUS will provide clinical and administrative supervision to their direct reports and work collaboratively with the other BHUS, Behavioral Health Service Manager, and a variety of internal and external partners.
 
Children System of Care (CSOC) Services to Education Program
The BHUS provides clinical and administrative oversight of specialty mental health services delivered to students in the public schools across Monterey County. The BHUS will work closely with Monterey County School Districts, SELPA, and Special Education Services. The position is responsible for oversight of all mental health services within the schools for both IEP and non-IEP (General Education) students; coordination and support of staff involvement in student IEP meetings; collaboration with district PBIS and ISF leadership teams; coordination and support of district risk assessments protocols; coordination with CSOC psychiatrists; clinical support of Senior Psychiatric Social Worker, Psychiatric Social Worker I/II, and Social Worker III education staff on assigned team. Services are primarily offered in the school setting and can extend to Behavioral Health clinics and home settings where clinically indicated. The position is an active member of the CSOC Leadership Team and is expected to provide collaborative integrated support of all CSOC programs and teams.
 
Adult System of Care (ASOC) Placement Team
The Behavioral Health Unit Supervisor will provide clinical and administrative oversight to the ASOC Placement Team. The Placement Team consist of a team of clinicians that facilitate placement into, and discharge from, a continuum of residential facilities throughout the State for LPS conserved adults with serious mental illness. The team monitors treatment within these facilities utilizing strength-based case management and psycho-social rehabilitation to support the individual's wellness, recovery and resiliency goals to achieve a better quality of life with the ultimate goal of eventually transitioning the client back into our community. The service population are adults (18 ) who are on LPS conservatorship. This BHUS works closely with our public guardian/conservator’s office, network of local hospitals (e.g. Natividad and CHOMP) and community partners such as Interim Inc. (Manzanita Crisis Residential, etc). In addition, this BHUS is responsible to assist the Program Manager with close monitoring and tracking of all Monterey County beneficiaries placed at the various residential facilities across the State (IMDs, Enhanced Board & Care homes, and State Hospital beds). This Placement Team supervisor will also assist the BHSM in running a weekly Acute Care Coordination (ACCM) meeting, which consist of a diverse and multi-disciplinary group of community partners that work collaboratively to identify and secure residential placement in the most clinically appropriate setting.
 
Adult System of Care (ASOC) Salinas Region
The Adult System of Care provides a wide range of Specialty Mental Health Services to adults with serious mental illness and co-occurring conditions that incorporates a strength-based, wellness and recovery oriented, whole-person approach. This BHUS will provide direct clinical and administrative oversight of the services provided by their direct reports including Senior Psychiatric Social Workers, Psychiatric Social Worker I/IIs, Social Worker IIIs, and Behavioral Health Aides, and work within a multidisciplinary team framework with psychiatrists and other clinic medical staff. In addition to clinical and administrative supervisory responsibilities, this BHUS may serve as a liaison on various committees and will work closely with the Services Manager to review internal clinic workflows and when appropriate, implement program changes help improve the overall efficiency and quality of care provided by the ASOC Salinas regional clinic.
 
ACCESS / ASOC (King City)
The Unit Supervisor provides daily clinical oversight to a multidisciplinary team, which includes case managers, behavioral health aides, and licensed and licensed waived staff. The position entails providing administrative and clinical supervision of the team, monitoring caseloads, sustainability, and timely documentation of services. The Unit Supervisor works collaboratively with the Behavioral Health Services Manager and other community-based partners, promoting a wellness recovery, client centered and strength-based service model.
 
Access to Treatment (Salinas and Marina) 
The Behavioral Health Unit Supervisor for Access to Treatment Services will oversee a multi-disciplinary team of Senior Psychiatric Social Workers, Psychiatric Social Worker I/IIs, and Social Worker IIIs. The BHUS will ensure that all new beneficiaries requesting mental health and/or substance use disorder services receive timely and quality behavioral health assessments, dispositions, and case coordination within the system of care or community providers based on level of care determination. The Access Supervisors provide clinical and administrative supervision to their direct reports and work collaboratively with other supervisors and the program manager to ensure excellence in service delivery. The Unit Supervisor works collaboratively with the Behavioral Health Services Manager and other community-based partners, promoting timely access to a wellness recovery, client centered and strength-based service model.
 
Access to Treatment CalWORKs 
CalWORKs is a multi-disciplinary team located in Salinas, King City, and also serves the Coastal Region clients. Clients qualifying for the Department of Social Services (DSS) Welfare To Work (WTW) program that are identified as needing mental health services are referred to the CalWORKs team for assessments, individual therapy, and group services. This BHUS oversees services provided through our three memorandums of understanding (MOU) with DSS, specifically the Domestic Violence MOU, Family Case Management MOU, and General Mental Health / SUD MOU. The BHUS provides clinical consultation, creates/monitors workflow for processing incoming referrals and ensures they are processed in a timely manner, conducts team meetings, creates presentations for behavioral health workshops, and meets with DSS supervisors and their teams quarterly. This BHUS must be familiar with the WTW program, forms and guidelines surrounding DSS policy/procedure and limitation of services and service deadlines for DSS.

  • Supervises subordinate professional and paraprofessional personnel in a specific behavioral health program providing clinical oversight of provision of services; reviews case records and meets with individual staff members on a regular basis to review assigned cases, progress and problem areas and make recommendations on methods of treatment of patient needs
  • May provide direct clinical work in the treatment of patients within the specific program
  • Coordinates the program with related community human services agencies and treatment facilities as assigned; provides consultation services to the community and related agencies as assigned
  • Supervises a specific behavioral health program to rehabilitate or maintain mentally and emotionally disturbed individuals; coordinates provision of services with other program elements; participates in developing procedures manuals and instructional material to assist in developing program goals; assists management in evaluating program needs and developing an effective program
  • Supervises the activities of assigned staff evaluators and confers with staff on a regular basis, recommends disciplinary action
  • Plans and conducts unit meetings
  • Maintains records; prepares reports and correspondence regarding the program
  • May meet with community organizations, private individuals, agency administrators and professional staff of mental health facilities to gain cooperation in achieving program goals as assigned.

REQUIRED CONDITIONS OF EMPLOYMENT:
  • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency, travel out of County to attend meetings.
  • Successfully complete a background check to include fingerprinting.
  • Pursuant to Section 5751 of the Welfare and Institutions Code, possession of any one of the following:
    1. Licensed Clinical Social Worker: To be a graduate of an accredited graduate school of social work and be licensed as a clinical social worker in the state of California
    2. Licensed Marriage and Family Therapist: to be a graduate of an approved graduate school of marriage and family therapist and to be licensed as a marriage and family therapist in the state of California.
    3. Licensed Professional Clinical Counselor: To be a graduate of an approved graduate school of professional clinical counseling and to be licensed as a professional clinical counselor in the State of California 
    4. Clinical Psychologist: To be a graduate from an accredited school of psychology and to be licensed as a psychologist in the state of California.
    5. Psychiatrist: shall have a license as a physician and surgeon in the state of California and show evidence of having completed three years graduate training in psychiatry in a program approved by the American Medical Association or the American Osteopathic Association
