Counterpart International is Hiring a Finance Manager Near Washington, DC

Overview

Counterpart International seeks a full-time DC-based Finance Manager to support a recently awarded project. The Finance Manager will be responsible for providing overall financial management services. This is anticipated to include direct oversight of financial transactions including grantee payments, review of transactions in Counterpart’s ERP software, adapting existing Counterpart finance systems and policies to a remote managed project, and ensuring compliance with international financial regulations in the transfer of funds.

The Finance Manager will report to the Director of Operations, and work in close collaboration with the Project Director, Project Manager and Project Support Unit (PSU) to support the project. The project will be comprised of remote expat staff working in close concert with local partner agencies.

Responsibilities

  • Manage the project’s overall finances, including oversight of weekly cash requests, and monthly and quarterly project financial projections.
  • Provide financial review of grant transactions including payments under Fixed Amount Awards, expense reports, and other routine financial reports and documents to ensure compliance to Counterpart’s financial policies and procedures.
  • Ensure grantees and vendors are invoicing and being paid in a timely manner and that financial transactions are audit-ready and in line with US GAAP and International Financial Reporting Standards.
  • Enter consultant invoices, vendor invoices, travel advances, and expense reports vouchers into Counterpart’s ERP to process payment and maintain payment tracking information for all transactions.
  • Work closely with Counterpart’s HQ Finance Department to ensure project staff are trained and knowledgeable in the project’s general finance policies and procedures.
  • Other duties as related to finance and/or project start-up, as required.

Qualifications

  • Bachelor’s Degree in accounting, finance, or related field.
  • Minimum five years of experience accounting or finance experience with USAID funded or donor funded projects required.
  • Experience working with foreign currency transactions and the ability to analyze a large volume of travel expenses.
  • Demonstrated ability to perform accounting oversight at the project level for compliance with Federal Acquisition Regulations; knowledge of GAAP, FAR/AIDAR and IFRS strongly preferred.
  • Demonstrated experience with web-based ERP software and strong proficiency in Excel and Microsoft Office.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to handle multiple priorities and deadlines.
  • Strong written, verbal, analytical and organizational skills.
  • Alignment with Counterpart’s core values.
  • Fluency in written and spoken English is required; additional language skills are preferred.
