Summary:

The Associate Director (AD)- Grants, Contracts and Compliance will provide cradle-to-grave award management and oversight of his/her assigned portfolio of grants, cooperative agreements or subawards in order to mitigate risk and to ensure compliance with donors’ regulations and the organization’s policies. The AD will serve as an integral member of the DC-Office GCC Team. In consultation with the Director, the AD will provide strategic, compliant and pro-active guidance and problem-solving to DC-Office and field leadership, particularly in Counterpart’s portfolio of closing spaces and conflict/ post-conflict areas.

The AD will analyze, interpret and apply donor regulations, award terms and conditions, and Counterpart policies in the day-to-day management of programs, serving as the lead advisor on compliance to DC-Office and field-based staff for his/her portfolio of awards. He/she will: manage a portfolio of awards, primarily from U.S. Government agencies; review proposal and budget packages prior to submission; negotiate terms and conditions of awards and modifications; review and provide guidance on subawards and grant manuals; clear procurements for assigned portfolio; provide ongoing guidance to DC Office and field staff on donor regulations, internal procedures and overall daily troubleshooting; conduct training as needed; and work collaboratively within and across teams. The individual also will advance his/her subject matter expertise in such areas as procurement, grant management, U.S. and non-U.S. Government donor requirements and/or acquisition (USG contract) regulations and contribute to the development/refinement of related policies, procedures and training.

S/he will also provide support to the development of new business. The AD will advise on program development by ensuring quality control on all financial commitments proposed by Counterpart, including cost proposals, partner budgets, documentation for cost volumes (certifications, policies, manuals) and technical proposals where appropriate, cost share commitments, partner teaming arrangements, and negotiations with clients and prime partners both pre- and post-award. The AD interprets and applies Counterpart policy to ensure that the proposal is implementable and in accordance with Counterpart capabilities as well as in compliance with RFA/RFP terms and conditions.

Responsibilities

Duties and Responsibilities:

Award Management

  • Serve as GCC liaison with assigned program teams to provide guidance to DC-Office and field staff on award management and compliance with donor regulations
  • Review and clear proposal and cost applications for compliance with donor requirements and Counterpart policies
  • Provide oversight on award negotiation with funders/clients and provide regulatory guidance on agreements and modifications thereto throughout the lifetime of the award
  • Review/prepare correspondence to donors on agreement-related issues
  • Clear subawards and manuals prior to issuance for compliance with donor regulations and Counterpart policies, and provide subaward management guidance as needed throughout life of program
  • Conduct compliance review of procurements and provide procurement advice for assigned portfolio
  • Participate in award start-up and close-out planning, and audit processes, providing guidance on and interpretation of applicable contractual and regulatory requirements
  • Maintain knowledge of issues facing the country offices including the operational environment, compliance challenges and potential risks associated with the implementation of awards, particularly in closed spaces, conflict or post-conflict areas
  • Develop and maintain good working relationships with agreement staff of donor agencies
  • Maintain agreement-related files and database records for awards in assigned portfolio
  • Participate in business conduct or compliance ethics reviews, as needed.

Subject Matter Expertise

  • Enhance subject matter expertise on various compliance topics, including grant management, subrecipient monitoring, procurement, and/or USG acquisition (contract) regulations and contribute to developing/revising manuals, guidance, templates, and tools
  • Develop and conduct training to contribute to organizational learning and increase knowledge in GCC topics

General Responsibilities:

  •  Review documents on behalf of executive leadership from a compliance and risk management perspective as well as brief leadership on compliance issues in a timely manner
  • Minimize risk to organization by proactively identifying potential problems and offer possible solutions and troubleshooting options
  • Serve as a mentor to GCC and Program Support Unit (PSU) Staff
  • Provide strategic, proactive and compliant operational guidance to field and DC-office project leadership
  • Contribute to the development, tailoring and/or revision of resource materials, including manuals, guides, templates and other tools to assist program staff with award management and compliance with donor regulations and Counterpart policies
  • Coordinate with GCC team members to ensure consistent organizational interpretation and guidance on donor/client regulations
  • Identify best practices and lessons learned, and based on that learning, develop suggested amendments/revisions to Counterpart’s methodologies as appropriate
  • Identify and recommend relationships with strategic stakeholders, corporate, non-profit or governmental partners and donors, and with senior leadership, support negotiations to achieve program excellence
  • Represent Counterpart at conferences, professional forums, workshops, events related to programming, and/or compliance practices relevant for current program portfolio
  • Stay apprised of relevant changes in rules and regulations and communicate updates to GCC team
  • Develop and understand the industry best practices for award administration and implement these best practices across all awards
  • Cultivate positive relationships and collaborate with cross-functional teams
  • Perform other duties as assigned by the Director of GCC

Qualifications

QUALIFICATIONS:

  • Master’s Degree, plus a minimum of 10 years of relevant experience, or equivalent combination of education and experience is required, including at least 8 years of experience with the administration of USG and non-USG assistance or acquisition (federal contracts) awards.
  • Demonstrated knowledge and ability to interpret, apply and advise on USG regulations under 2 CFR 200/ 700, CFRs, OMB Circulars, and donor regulations, specifically on USAID programs. FAR/AIDAR experience is a plus
  • Demonstrated experience working in or supporting activities occurring in closing spaces, conflict, or post-conflict countries (such as Iraq, Yemen, or Afghanistan) required
  • Proven effective and efficient leading and management skills in a diverse, multi-national and multilingual work environment.
  • Strong verbal and written communication skills
  • Meticulous attention to detail, as well as outstanding critical thinking and proactive problem-solving skills
  • Proven ability to prioritize and follow-through
  • Must be able to work and communicate effectively cross-functionally at all levels in the organization.

  • Fluency in English required, second language preferred.
  • Ability to travel internationally (5%), often under conditions of hardship preferred
