Cordoba is Hiring an Education - Project Manager I - PLA Administrator (F52223) Near Los Angeles, CA

Overview

This position administers and manages the Project Labor Agreement (PLA) and serves as the program’s liaison between contractors and signatory unions on bond funded projects. 

Responsibilities

  • Build and maintain relationships with District's union partners.
  • Coordinate and conduct PLA pre-job conferences with contractors, signatory unions, and project management teams for each applicable contract.
  • Represent District and the bond program at industry events with union partners.
  • Apprise District leadership of new and emerging PLA issues and recommend solutions.
  • Mitigate labor disputes involving contractors, subcontractors, and union representatives.
  • Mediate sensitive labor disputes through the grievance process, including hosting arbitration hearings.
  • Assist contractors and subcontractors to develop compliant staffing strategies pursuant to PLA requirements and community workforce goals.
  • Advise contracts department and campus project teams on conditions of PLA applicability for entire contracts and specific scopes of work.
  • Coordinate and conduct regular joint labor management meetings with program leadership and union leadership.
  • Review PLA requirements with new contractors and subcontractors after contract award.
  • Educate contractors on PLA requirements at regular small contractor boot camps.
  • Review and process contractor fringe benefit contributions to verify payment to appropriate union trust funds.
  • Utilize LCPTracker to review documents, generate notices to contractors, and prepare reports.

Qualifications

Minimum Required Qualifications:

  • 5 years of experience with PLAs or other relevant labor relations experience.
  • Bachelor’s degree in business or a related field. Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year for year basis.
  • Strong written and verbal communication skills.
  • Strong mediation and negotiation skills.
  • Proficient in MS Office (MS Excel and MS Word).

Preferred Qualifications:

  • Knowledge and experience with Labor Compliance & Prevailing Wage.
  • Knowledge and experience with Community Economic/Workforce Development.
