Commodity Foods-LIHEAP

Department of Human Services

Hourly Wage: $25.13-$28.84/Regular/Full-Time/Supervisory

The Commodity Foods-LIHEAP Manager is responsible for planning and directing multiple programs and their elements and activities involving line and staff organizational sub-units with a broad scope of service. The work involves exercises of considerable efforts to develop, administer, and evaluate program elements independently and to coordinate work of sub-units to accomplish the objectives of the total program. Incumbent provides leadership and participates in a variety of program related conferences and meetings with executives of other organizations and public groups or civic organizations, as well as providing technical knowledge of the subject matter area involved.

Examples of Work Performed:

  • Plan, organize, and direct multiple program elements and activities in the areas of Commodity Foods, Energy Assistance, Nutrition, LIHEAP, Tribal Vouchers, and all other related programs assigned by the Human Services Division.
  • Prepare and/or review all budget associated proposals and justifications.
  • Coordinate program plans and operations with those of other managers.
  • Understand and keep informed of the federal, state, and local statutes, rules, and regulations which affect tribal services. Understand tribal policies and procedures relating to performance of duties and compliance issues.
  • Lead and participate in meetings with officials and representatives of the tribe/public.
  • Recommend policies and standards for programs with a food services/energy component. Assists in the development of operational standards by providing consultation, technical assistance, and training programs for staff and associates, continually evaluating operations.
  • Develop improvements in programmatic problems; budgetary and personnel management.
  • Maintains in-depth records of contacts and information obtained relative to individual cases.
  • Provides information as applicable to clients regarding other agencies, programs, and referral services from which they may obtain further assistance.
  • Reviews progress of operations and assesses program results.
  • May be assigned new projects and tasks not included on the description, or to assist other management staff as requested by supervisor ensuring the efficient and effective functioning of the work unit.

Knowledge, Skills and Abilities:

  • Knowledge of subject matter and related regulations, policies, budgets, and procedures applicable to program area.
  • Knowledge of management principles and practices, including management of people an all funds associated with programs.
  • Knowledge of the current literature, trends, and developments in the area of responsibility.
  • Knowledge and ability to learn the D-365 system and have accounting knowledge of budgeting.
  • Knowledge and proficiency in computer use, especially Microsoft Office Products including: Word, Excel, PowerPoint and Access.
  • Ability to appropriate, distinguish, and negotiate all budgets as required.
  • Ability to establish goals and objectives, develop comprehensive plans, forecast probable program changes, troubleshoot, and adjust operations in response thereto, within scope of authority.
  • Ability to plan, assign, and supervise the work of subordinates as necessitated, to express ideas effectively orally, figuratively, and in writing, remain flexible to changes in assignments or situations, priorities, and handle frequent interruptions.
  • Ability to work closely with all staff to ensure a positive work environment.
  • Ability to establish and maintain effective working relationships with other department staff, supervisors/managers, elected officials, and the public.
  • Ability to meet the public and address problems, issues, and complaints tactfully, courteously and effectively.
  • Manage multiple complex projects and tasks with completing deadlines.
  • Ability to communicate effectively, orally and in writing, with all levels of personnel including employees, supervisors, elected officials, etc.
  • Ability to demonstrate a high degree of personal integrity and be able to maintain strict confidentiality.
  • Ability to work independently and productively with minimal supervision.
  • Become familiar with (read) the agencies rules and regulations to assure accountability per the Yakama Nation and the funding agency. Read and become familiar with the Personnel Policy and Financial Manuals.
  • Ensure the renewal of all grants per each funding source is submitted in a timely manner, this includes all tribal and Federal Monthly, Quarterly, and Yearly reports.

Minimum Requirements:

  • Minimum of a Bachelor's Degree in Business or Public Administration, or a discipline applicable to the requirements of the position, and five years progressively responsible experience related to the work of the position OR substituting on a month-for-month basis, progressively responsible work experience related to the duties of the position for the minimum education.

Preferred Requirements:

  • Required to pass a pre-employment drug and alcohol test.
  • Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
