COMMUNITY SERVICES PROJECT, INC.

JOB TITLE: Operations Manager
DEPARTMENT: Corporate Management/Human Resources LOCATION: Corporate Office, Louisville, 
Kentucky
REPORTS TO: President/Chief Executive Officer (CEO), Vice President/Chief Financial Officer 
(CFO) EXEMPT STATUS: Hourly

GENERAL PURPOSE: This position is responsible for managing and developing rest area leaders, 
enforcing and developing company policies and procedures as related to the rest areas, and 
communicating effectively with coworkers, rest area staff, vendors, and employees of the Department 
of Transportation. This job description is not intended as a comprehensive listing of all duties, 
responsibilities, and qualifications of this position. The Company may modify any aspect of this 
position at any time, with or without notice.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
A. Championing the organization and advocating its mission.
B. Leading, managing, and developing the organization’s employees, focusing on the details of CSP's 
Handbook and policies and procedures.
C. Ensuring the Kentucky Department of Transportation’s contract for each rest area is followed, 
and standards are met by working closely with State Personnel.
D. Attending HR and legal training as deemed necessary by the President/CEO.
E. Communicating with each rest area at least once weekly and as needed to answer any questions and 
discuss any rest area needs.
F. Visiting each rest area at least once every six weeks and at additional times as needed, to:
1. Check for and enforce compliance with Company policies;
2. Check for and address safety issues and conduct training;
3. Check morale of employees;
4. Make sure the facility is clean and will pass the Department of Transportation’s inspections;
5. Identify areas for improving performance of employees; and
6. Delivering equipment or supplies which may require driving a company vehicle with attached 
trailer.
G. Being on call for emergencies at the rest areas, which may include:
1. Working shifts at the rest areas to prevent fine;
2. Going to the rest area with little notice to support rest area supervisors with difficult HR 
situations.
H. Helping to recruit staff at the rest areas by:
1. Using payroll software for recruitment and onboarding of employees;
2. Traveling to areas around rest areas to place flyers; and
3. Working with local agencies (such as vocational rehab centers, veteran service organizations) to 
recruit staff.
I. Developing strong Rest Area Project Supervisors (PS) and Rest Area Assistant Project 
Supervisors (APS). Supervisors of rest areas should be able to:
1. Make a schedule fitting business needs and contractual requirements;

2. Send in paperwork on time and correctly, including payroll;
3. Understand, follow, and enforce all company policies and procedures;
4. Train new employees on company policies and procedures as well as appropriate cleaning methods;
5. Recommend qualified employees for promotions or accolades; and
6. Hold employees accountable for unsatisfactory performance and conduct.
J. Communicating Effectively
1. Be able to efficiently and effectively use Microsoft Office 365 and payroll software;
2. Be able to receive and send faxes from Nextiva; and
3. Be available to competently answer questions from rest area staff, state officials, or office 
staff in furtherance of the Company’s legitimate business interests.
K. Financial Management
1. Aid Supervisors with inventory, equipment, and supply management;
2. Work with vendors to obtain satisfactory items at the lowest price; and
3. Participate in all fundraising efforts.
L. Ensuring compliance with all applicable laws and regulations.

SUPERVISORY RESPONSIBILITIES:
Supervisory responsibilities include managing all rest area employees and supervisors.

PHYSICAL DEMANDS:
This position requires: frequently sitting in chairs and/or vehicles, for up to several consecutive 
hours per day; frequent walking, climbing, standing, and balancing, for up to several consecutive 
hours per day; frequent straight-arm and overhead reaching; frequent twisting, bending, stooping, 
kneeling, and crouching; occasional crawling; frequently using hands and fingers to handle, assess, 
and manipulate documents, tools, materials, supplies, and other things and to demonstrate tasks to 
others; accurately detecting, identifying, discerning, and distinguishing writings, people, and 
objects, both near and far, as well as perceiving depth of field and peripheral awareness, nearly 
continuously throughout each day; frequently lifting and/or carrying up to 10 pounds and 
occasionally lifting and/or carrying up to 25 pounds; nearly continuous communication with others 
in the spoken and written English language, in person, via telephone and computer, and in writing, 
throughout each day; using computers, telephones, and other office equipment throughout each day.

WORK ENVIRONMENT:
This job requires working in common office conditions, using common office equipment (computers, 
phones, fax machines, etc.), including daily attendance to the employee’s duties. This job also 
requires regularly working in field environments (including outdoor work at rest areas) and at 
third-parties’ offices (e.g., the State’s offices). This job requires working and being available 
during the Company’s usual office hours, both in the office and in the field. This person also will 
be “on-call” to receive and promptly respond to work-related calls, text messages, and e-mail 
“24/7/365.” Except in emergencies, the employee may respond to “after hours” communications early 
the next day. This employee must promptly travel to the office and other work sites when and as 
necessary to address urgent and emergency situations. Outdoor work (including travel) is required 
in all weather conditions (e.g., rain, snow, heat, cold, etc.).

TRAVEL:
This position requires frequent travel within the Commonwealth of Kentucky, all of which should be 
possible using public roads. Occasional overnight travel is likely; however, significant overnight 
or out-of- State travel is not likely.

REQUIRED EDUCATION, CERTIFICATIONS, AND EXPERIENCE:
Associates Degree or equivalent in Business Management or Human Resources; or five (5) years of 
relevant experience and/or training; or a similar combination of education and experience.

LANGUAGE SKILLS:
This job requires fluently reading, writing, and speaking the English language. This job requires 
the reading, analyzing, and comprehending executive and management level journals and documents, 
financial reports, and legal documents. This job requires understanding and effectively and 
appropriately responding to executive and management level inquiries, complaints, and requests from 
CSP’s Board of Directors, President/CEO, and other executives and managers, as well as other 
businesses, regulatory agencies, the public, and media representatives. This position requires 
writing and articulately delivering speeches and articles for publication, consistent with the 
Company’s prescribed styles and formats. This position requires effectively presenting information 
to CSP’s Board of Directors, President/CEO, and other executives and managers, as well as to CSP 
employees, the public, regulatory agencies, and media representatives.

MATHEMATICAL SKILLS; REASONING CAPABILITY:
This position requires efficiently and effectively working with basic mathematical concepts, such 
as addition, subtraction, multiplication, division, and percentages. This position requires 
identifying and defining a wide variety of problems, collecting data, establishing facts, drawing
