About the CAC Early Childhood Program…

For over 50 years, the CAC Early Childhood Program has helped prepare our community’s most vulnerable young children to succeed in school and later in life. Head Start, Early Head Start, Early Childhood Education, and Child Care programs promote children's development through services that support early learning, health, and family well-being. Over 300 children ages 0-5 and pregnant women are served each year at five Pike County locations or in the family's own home. The program has attained the highest achievement of five-star Step Up to Quality ratings at all sites. The Early Childhood Program strives to “join with our community in strengthening families and improving the quality of life for children.”

Position Impact and Purpose…

The CAC of Pike County Early Childhood Assistant Director will work closely with the Early Childhood Program Director to provide leadership and oversight to Head Start, Early Head Start, and other early childhood education programs. Will be responsible for assisting with fiscal management and overall program operations that will positively impact the lives of children and families in our community.

Essential Functions…

Functional Area:

Relationship Building, Strategic Planning, and Partnerships

Estimated Effort: 30%

Responsibilities, Deliverables, Outcomes and Expectations

· Forms, maintains, and enhances relationships within CAC to collaborate, share information, and coordinate services for children and families.

· Forms, maintains, and enhances professional relationships with public schools, other community providers, state associations, and regulatory agencies.

· Advocates at the local, state, and national level for the needs of children and families.

· Assists with providing ongoing support and professional development opportunities to EC program staff.

· Along with the EC Program Director and CAC Leadership Team, plans for, and develops strategies for sustainable growth and continued success of EC program services.

· Assists with assessing strengths, weaknesses, opportunities, and threats then uses that information to inform decisions, actions, and planning for the EC program.

· Assists the EC Program Director with agenda items for the Governing Board and EC Policy Council.

· Encourages parent and community representative participation on the EC Policy Council, program family, and community engagement activities.

Responsibilities, Deliverables, Outcomes and Expectations

· Displays knowledge of state and federal requirements related to early childhood centers and services offered to children and families and assists with ensuring compliance with regulatory agencies.

· Assists with EC staff supervision and helps ensure that all program employees receive competent supervision in accordance with agency policies and procedures. Helps empower employees to fully embrace their responsibilities and deliver successful outcomes for the agency.

· Helps ensure the EC program management team follows agency policies related to hiring, promotion, evaluation, discipline, and termination of employees.

· Provides leadership, coaching, and mentoring to direct reports to ensure exceptional performance in their roles.

· Assists the EC Program Director, along with the CAC fiscal department, to ensure that all funds and property of the EC program are maintained in accordance with CAC and funding source policies and procedures. Responsible for assisting with budget preparations and guiding the EC program to an economically stable state.

· Assists with preparation of grant proposals, contracts, and lease agreements as necessary for new and existing program operations.

· Assists with providing leadership, strategy, and vision for the EC program.

· Assists with researching, collecting, reporting, and analyzing data then using this information to make sound decisions and solve problems in the best interest of CAC, the EC program, our employees, and the communities we serve.

· Helps provide oversight of ongoing program monitoring, risk management, and planning.

· Prepares required reports and submits to EC Program Director or other entities as requested.

· Serves as part of the CAC Senior Staff and collaborates to promote program activities, service coordination, and continuous improvement measures.

· Serves as a representative of CAC on assigned committees and outside boards and associations as deemed appropriate.

· Serves as the EC Program Director’s designee to the Executive Director, CAC Governing Board, and Policy Council.

· Maintains a high level of professionalism at all times.

· Displays sensitivity to the needs of low-income children and families.

· Expectations include: a pleasant demeanor, a positive attitude, a willing spirit and a team commitment. Must behave in a way that is conducive to team work, cooperation, and an overall effort to ensure a pleasant and positive work atmosphere. Must maintain a courteous, professional demeanor with children and families and maintain a positive reflection of CAC and the Early Childhood Program.

· Maintains confidential information in accordance with CAC policy.

· Displays effective interpersonal communication skills, receives/provides feedback, and manages dynamic interchanges in meetings.

· Completes all requirements for personnel file including periodic FBI and BCI background checks.

· Maintains a valid Ohio Driver’s License; reliable transportation; up-to-date proof of insurance; insurable under the agency’s insurance policy.

Minimum Requirements…

Education:

Bachelor’s Degree in Early Childhood Education or other relevant degree.

Job-Related Experience:

A working familiarity with developing and maintaining budgets.

Experience in proposal writing, particularly as it relates to federal and state funds.

Experience in human services program management, including program planning, operations, evaluation, and the use of management information systems.

People Management Experience:

Minimum of 2 years supervisory experience/demonstration of leadership ability.

Licenses, Certifications, and Accreditations:

No specific licenses, certifications, or accreditations are required for this position.

Preferred Qualifications…

Preference given to individuals with experience of state and federal requirements relating to early childhood centers and services offered to young children and their families.

Preference given to individuals with experience working in a Head Start Program.

Preference given to individuals with one year complex financial management.

Preference given to individuals holding a Master’s Degree in an approximately related field of study.

Working Conditions…

Position is in a well-lighted office environment. This position requires occasional local, regional, and national travel (up to 25%) for the purpose of networking, collaboration, professional development, etc. Occasional evening/weekend travel/work is required. Work is fast-paced, and involves multiple, sometimes competing priorities, and the management of complex project details. Can involve moderate-to-high levels of stress.
