Job Duties

The Virginia State Police is seeking to hire a Deposit Accountant located at Headquarters in North Chesterfield, Virginia. This position is responsible for receiving and processing payments received by the Department, in compliance with the Department of Accounts’ Commonwealth Accounting Policies and Procedures (CAPP) manual policies and procedures and the Departments internal policies. The position shall have to perform additional miscellaneous tasks to support the Accounts Receivable area (updates of existing detailed desk procedures and other ad hoc reports). Good customer service is a plus as this position often requires interactions with our internal and external customers. This will provide the incumbent to work with a diverse group who are very engaging and possess positive approach to their work activities.   • Calculates all monies received for inclusion on deposit.
  • Completes certificate.
  • Receives, researches, and applies payments to the correct invoice utilizing the new eReceivables system.
  • Researches checks and electronic payments using the Remittance Electronic Data Interchange (REDI) Virginia System, Treasury, and banks.
  • Completes required correcting journals and/or deposit certificates.
  • Assigns coding to Deposit Certificates for cash and checks received for both revenues and expenditure reductions.
  • Assists in the keying of deposit in Oracle E-Business Suite (OEBS) for upload to Cardinal.
  • Runs credit card report and applies payments received.
  • Reviews unapplied payments and unidentified payments and applies to correct accounts.
  • Performs reconciliation of deposits with the Department of the Treasury personnel. Completes the correcting journals and/or deposit certificates.
  • Creates a spreadsheet of check payments from the Criminal Justice Information Services Division and the Safety Division and uploads them into eReceivables.
  • Prepares the Accounts Receivable (AR) batch header for the deposit certificates.
  • Prepares running letters for various Accounts Receivable categories.
  • Enters delinquent accounts greater than $5 in the Department of Taxation’s Integrated Revenue Management System (IRMS) application; monitors debt set-off match; prepares and mails letter notification for debt set-off matches.
  • Completes paperwork for delinquent accounts that are $3,000 for submission to the Office of the Attorney General.
  • Maintains and updates the Restitution files and workbook.
  • Treats internal and external customers with professionalism, respect, and courtesy; and ensures customer requests are addressed.
  • Maintains working knowledge of OEBS and Cardinal; and the statewide financial accounting system.


Minimum Qualifications

  • Working knowledge of generally accepted accounting principles (GAAP), and governmental accounting policies and procedures (GAPP); the accounting for and collection of accounts receivable and its associated impact on financial statement preparation and reporting; and the fundamentals of preparing financial statements and reports.
•Skill in operating computers and using Microsoft Office applications, and experience using database applications. •Demonstrated ability to analyze financial data, and perform complex account reconciliations; to prepare and enter accounting journal entries, and maintain accounts receivable ledgers; to prepare accounting summaries, statements and reports; to meet deadlines and manage multiple tasks simultaneously; to work independently and as a member of a team; to communicate orally and writing effectively in English, with co-workers, management, and vendors; and to comprehend and apply GAAP, and Department policies and procedures.
  • Graduation from high school or equivalent.
  • An equivalent combination of training and experience indicating possession of the preceding knowledge, skills, and abilities.


Additional Considerations

  • Accounts receivable experience required.
  • Experience with collection of delinquent Account Receivables preferred.
  • Experience with automated accounting mainframe systems preferred.
  • Experience using Oracle E-Business Suites General Ledger (GL) module highly preferred.
