Job Description

The Finance and Accounting Program is seeking an Accountant.  This position provides professional level accounting and finance support, including the participation in preparation of various manual and automated financial reports including those required for year-end closing and audits; performs financial statement preparation, including dual-accounting basis reporting ; performs banking and investment transactions; administers the purchasing card and merchant services program; evaluates accounting systems and implements changes; works with operating departments to develop accounting procedures and ensure compliance; and provides technical advice regarding accounting procedures and practices in the preparation of reports and statements.

This position will remain open until filled.  The first review of applications will begin on Monday, September 19,2022.  

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification.  The District may augment duties and/or essential functions at its discretion.)

1.     Assists in the preparation of the District’s Annual Comprehensive  Financial Report (ACFR), including compilation and verification of all financial data, preparation of closing entries, financial statements – both budgetary and Generally Accepted Accounting Principles (GAAP) basis, footnotes and supporting schedules.

2.     Assists with the annual external audit process, including preparation of annual audit workpapers for external auditors, supporting analysis and schedules; assists in developing work schedules for meeting audit deadlines; works with other District staff in coordinating audit related work; assists external auditor by researching questions, resolving issues, creating reports and responding to auditor findings.

3.   Performs CIP project costing, infrastructure reporting, and analyzes fiscal year capital outlay and CIP purchases for proper reporting as capital assets.  Maintains the fixed asset system, entering new asset additions, transfers and deletions and calculating annual depreciation expense.

4.     Prepares, maintains, and verifies complex records.  Audits financial records for accuracy and proper reporting.  Prepares the monthly and year-end closing of the general ledger, reconciles and balances subsidiary ledgers, and analyzes and adjusts accounts and ledgers as needed.

5.     Conducts surveys, analyses, and evaluations of procedural and operational accounting systems and problems; recommends modifications and improvements.

6.    Implements changes in accounting systems and procedures; works with operating department personnel as appropriate.

7.     Audits, proposes changes in procedures, and trains staff in internal controls over accounting transactions and assets; assists with implementation of new General Accounting Standards Board (GASB) pronouncements.

8.     Some positions may perform banking and investment transactions, and administer the purchasing card and merchant services program. 

9.      Performs specialized accounting studies as assigned.

  • Prepare and analyze a wide variety of fiscal and operating data, reports, procedures, and problems
  • Ability to interpret and apply pertinent federal, state, and local laws, rules, regulations, and policies
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public
  • Ability to operate effectively in a team environment
  • Ability to communicate clearly and concisely, both orally and in writing
EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying.  A typical way to obtain the KSAs would be: 

2 years of experience in budget and accounting/financial analysis; Government budgeting/financial analysis is highly desirable

Bachelor’s degree in accounting, finance, business administration, or a related field.  Reasonable Accommodation
