Positions & Duties

Per the City’s COVID19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022, to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that an employee is not only "fully vaccinated," but has also obtained any booster doses of a COVID-19 vaccination for which they are eligible, within 15 days of first becoming eligible.

The Information Technology Department is currently seeking to fill one (1) full-time temporary Human Resources (HR) Analyst vacancy in the Administration Division. The HR Analyst is responsible for recruiting qualified applicants by developing and administering valid selection processes, advertising career opportunities, conducting HR transactions, interpreting and following HR practices and policies, onboarding and offboarding employees, research, data analysis and interpretation of results, creation and presentation of memorandums and reports, and special projects assigned. Duties will include developing and administering valid recruitment process, providing strong customer service to applicants and hiring managers building effective relationships with all department staff and HR Business Partners and completing transactions for hires and promotions.

This is an exciting opportunity for individuals with a passion for human resources in the public sector. The position requires strong organizational skills and the ability to build effective working relationships with all department staff and with other key stakeholders within the City of San Jose organizational structure and to represent the City to applicants, employees and residents. Attention to detail, a strong customer service perspective, and critical thinking skills are crucial. These positions require creative thinkers who are willing to develop and implement strategies to meet department needs.

This position is an Overstrength position which has a budget end date of June 30, 2022. This position may be extended to June 30, 2023.

Salary Information:

Analyst I: $73,528-$89,398.40 annually

Analyst II: $80,246.40-$97,531.20 annually

Actual salary shall be determined by the final candidates’ qualifications and experience. In addition to the starting salary, employees in the Analyst I/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

Qualifications

Minimum Qualifications

1. Education: Bachelor's Degree from an accredited college or university.

2. Experience:

  • Analyst I: none.
  • Analyst II: Two (2) years of responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

3. Acceptable Substitutions: Experience as a Staff Specialist with the City of San Jose may be substituted for the education requirement on a year-for-year basis.

4. Employment Eligibility: Federal law requires all employees to provide verification of their eligibility to work in this country. Please be informed that the City of San Jose will not prepare or file a labor condition application with the Dept. of Labor.

Selection Process
