SALARY UPDATED TO REFLECT INCREASE EFFECTIVE 11/13/2023. CHANGES TO MEMORANDUM OF UNDERSTANDING INCLUDE:

* Wages: 4% increase effective in July 2024; 2% increase effective in July 2025
* Education Incentive: 2.5% for Bachelor's degree; 2.5% for job-related graduate degree
* Professional Development: $1,000 per fiscal year for approved expenses on a reimbursement basis 
* Holidays: Added Cesar Chavez Day (March 31) and Juneteenth (June 19)
The City of Salinas is offering a HIRING INCENTIVE BONUS of $20,000 for newly hired Senior Civil Engineers. The incentive will be paid in four (4) installments: $5,000 will be paid upon hiring, $5,000 will be paid six months from date of hire, and $5,000 will be paid on the first and second anniversary of employment.
The City is seeking an experienced Senior Civil Engineer to organize, direct, assign, manage and coordinate the work of the Development Engineering division of the Public Works Department. Summary of DutiesUnder general supervision, organizes, directs, assigns, manages and coordinates the work of an Engineering Division in the Public Works Department. Directs and coordinates the work of assigned engineering staff; and directs and performs complex professional-level field and office engineering activities.
Distinguishing CharacteristicsThis is a senior level job in the engineering series of the Public Works department. This position has considerable experience and expertise and performs highly involved, complex, non-routine, and managerial tasks. Performs most work with little to no supervision and is responsible for personnel, policy, and procedural development. 
Supervision Received and Exercised: Receives general direction from the Department Director or designee. Exercises general supervision over professional and technical staff.
  1. Oversees, supervises, and directs all division work; provides support and guidance for the formation, planning, permitting, surveying, design, construction, and inspection of city infrastructure projects
  2. Plans, assigns, directs, and reviews the work of numerous engineering staff, private consulting firms, construction inspectors, and various contractors; attends meetings, delegates work, schedules activities, and provides management and direction; performs site visits and evaluations
  3. Prepares and makes presentations to City Council, City commissions and other boards as assigned
  4. Participates in the planning, development, and implementation of the Public works budget; review plans and specifications, estimates, land surveys and other documents to ensure financial requirements are considered in the budget
  5. Supervises employees within the division, offers guidance and direction, ensures proper training, performs evaluations, and provides other supervisory support
  6. Participates in a wide range of meetings and conferences; represents the City at meetings with outside agencies; engages professionally with other departments, governmental agencies, regulatory bodies, advisory boards, and others to promote quality service and professional standards
  7. Responds and assists the general public with a wide range of inquiries and requests; handles requests for information from permit applicants, engineers, consultants, vendors, and other City departments; ensures proper documentation and reporting accuracy
  8. Develops, drafts, and implements division policies, procedures, staff reports and standards; promotes safety in the workplace and that work done is in line with the City’s goals and objectives; coordinates, manages, and supports vendors, employees, and other departments through exceptional professionalism and procedural adherence
  9. Oversees plan review and inspection of private development including compliance with NPDES permit requirements.
  10. Issues and inspects encroachment permits for activities in the public right of way
  11. Issues and monitors street vendors
  12. Provides assistance to the City Engineer in implementing floodplain management and maintains FEMA compliance documents
  13. Provides technical support to planning applications in accordance with the Subdivision Map Act and processes and reviews map for recordation
  14. Reviews development proposals, prepares conditions of approval and recommends corrections
  15. Reviews, analyzes, and evaluates planning applications, environmental impact reports, planning documents, building and grading permits, and other data ensuring conformance and compliance with stormwater regulations, City standards, and other regulating agencies.
  16. Manages City’s addressing database and coordinates with other departments on addressing and street naming
  17. Performs other duties as assigned
Typical Decisions: The incumbent will make decisions daily regarding management, oversight, direction, and operations of the assigned division. Works with only limited supervision and makes wide ranging personnel and work delegation decisions.
Knowledge of:
  • Principles and practices of civil engineering, traffic engineering, surveying, construction management, site development, roadway and utility construction, and storm water mitigation.
  • Employee training, supervision, and delegation; supervisory roles and responsibilities.
  • Principles of project and program management.
  • Federal, State, and local regulations and laws; permitting process.
  • Budget management and basic accounting.
  • Professional software literacy.
Skill in: 
  • Planning, organizing, prioritizing, and delegating construction and maintenance work.
  • Evaluating work procedures and practices; providing recommendations and budget analysis.
  • Managing several different divisions and budget with minimal supervision.
  • Public speaking and communicating effectively verbally and in writing.
  • Understanding regulations, laws, ordinances, and codes
  • Preparing concise, comprehensive, and accurate written reports, presentations and correspondence. 
  • Effectively organizing tasks, planning time frames, and meeting deadlines.
  • Managing, training and evaluating assigned staff.
Education: Bachelor's Degree in civil engineering.
Experience: Five years of increasingly responsible supervisory and professional civil engineering experience.
Licenses and Certifications: A valid State of California Driver’s License; must become a registered Civil Engineer in the State of California within one year of hire; Qualified Stormwater Pollution Prevention Plan (SWPPP) Developer (QSD) highly desirable. Employee must complete AB 1825 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.
Physical Demands and Working Conditions: Physical, mental, and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, computer, business machines, and consistently stand or walk up to four hours per day as required. Vision sufficient to read fine print and display monitors; hearing sufficient to conduct conversations occasionally over the noise from groups of people, in-person, and using the telephone; speaking ability in understandable voice with sufficient volume to be heard in normal conversational distance, occasionally in crowds of people and for addressing groups; physical ability to push, pull, squat, twist, turn, bend, stoop, and reach overhead; physical mobility sufficient to move about the work environment, walk on uneven surfaces ; physical strength to lift twenty pounds from the floor; physical stamina sufficient to stand, walk and/or sit for prolonged periods of time; mental acuity to collect, interpret and analyze data, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.
Working environment is shared between an office and outside. Work outdoors under adverse conditions in heat, wind, cold, and rain. Must drive a vehicle and travel to job sites, trainings, meetings, seminars, and classes.
