City of Salinas is Hiring an Associate Engineer Near Salinas, CA

The City of Salinas invites qualified candidates to apply for the position of Associate Engineer. This recruitment will be used to establish a list of qualified candidates for current and future Associate Engineer vacancies in the Public Works department.

In addition to base pay, this position is eligible for education incentive pay of 2.5% for a Bachelor's degree and 2.5% for a job-related graduate degree. A wage increase of 4% is effective in July 2024 and a 2% increase effective in July 2025.

SPECIAL INSTRUCTIONS: All applicants must provide proof of the required education and license at the time of application or submit to the Human Resources Department. Applicants with foreign degrees/transcripts must provide U.S. degree equivalency by submitting a credential evaluation report. Applications are incomplete without the required documents and will be disqualified. Applicants are responsible for ensuring all documents are received.

Summary of Duties: The Associate Engineer assists in the oversight of a division and management of consultant contracts, programs, and assigned personnel. Coordinates the engineering, planning, design, construction, and operation activities between multiple departments and agencies. 

Distinguishing CharacteristicsThis is an advanced journey level job in the engineering series of the Public Works department. This position has experience and expertise to perform more complex, supervisory, and managerial tasks with greater independence and limited supervision. 

Supervision Received and Exercised:Receives general supervision from a Senior Civil Engineer, Traffic Engineer, or Department Director designee. Exercises supervision over lower-level professional engineers and technical personnel, as assigned.

  1. Oversees, supervises, and directs a wide range of engineering projects; works with multiple agencies and groups to complete projects, programs, and initiatives on time and within the budgetary guidelines
  2. Analyzes, designs, prepares, and reviews plans, specifications, cost estimates, reports, studies, and surveys; performs engineering calculations and provides a wide range of engineering support for projects; reviews and approves invoices
  3. Supervises assigned employees within the division, offers guidance and direction, ensures proper training, performs evaluations, and provides other supervisory support 
  4. Schedules, coordinates, participates in and/or leads a wide range of meetings and conferences
  5. Engages professionally with other departments, governmental agencies, City staff, and others to promote quality service and professional standards
  6. Prepares presentations, creates, and disburses advertisements, and engages with the public, staff, and outside entities to maintain strong communication
  7. Coordinates and collaborates with other divisions and departments to assist and support various projects
  8. Develops and reviews staff reports, agreements, and grant applications; administers grants and budgeting
  9. Serves as Resident Engineer for construction projects
  10. Performs construction inspections and public works inspections; serves as construction manager for projects; oversees and responds to submittals, requests for information (RFI), contract change orders, requests for payments and construction schedules 
  11. Provides technical input and support to Senior Civil Engineer, Traffic Engineer, and City Engineer
  12. Performs other duties as assigned

In addition to the duties listed above:

When assigned to the Traffic Division

  1. Monitors, maintains, and manages the traffic signals, signage, and roadway markings
  2. Responds to service requests, performs studies to determine new traffic control that may be warranted, and implements timing plans for current traffic signals
  3. Solicits and reviews estimates for repairs, schedules maintenance, and determines which equipment is needed
  4. Manages the City’s residential permit parking programs, downtown parking district and special curb markings program; supports parking enforcement as assigned
  5. Manages the City’s Neighborhood Traffic Management Program
  6. Responds to traffic calming requests, oversees traffic calming studies, prepares prioritization reports, leads the community development process, and manages the construction of traffic calming improvements

 When assigned to the Water, Waste & Energy Division

  1. Oversees management of water quality including interpretation of lab data and sampling results as they relate to facility operations and compliance reporting
  2. Applies engineering principles and performs related studies, cost estimates, reports and evaluation to sanitary sewer collection and stormwater drainage systems operations.
  3. Researches and keeps apprised of new industry methods, materials, and equipment along with legal, technical, and regulatory requirements as they pertain to the division
  4. Desired abilities also include experience with energy and solid waste programs and a broad-based environmental engineering background.

Knowledge of:

  • Principles and practices of applicable civil engineering, traffic engineering, construction management, and management
  • Employee training, supervision, and delegation; supervisory roles and responsibilities
  • Principles of project and program management
  • Applicable Federal, State, and local regulations and laws; permitting process
  • Budget management and basic accounting
  • College level English writing and grammar
  • Professional software literacy with design software (AutoCAD and Synchro)

Skill in: 

  • Reading plans, interpreting plans, and understanding specifications and standards
  • Managing multiple projects at one time
  • Managing a division and budget with limited supervision
  • Public speaking and communicating clearly and concisely verbally and in writing
  • Preparing concise, comprehensive, and accurate written reports, presentations, and correspondence
  • Understanding regulations, laws, ordinances, and codes
  • Supervising, training, and evaluating assigned staff

Education: Bachelor’s Degree from an accredited college or university with major course work in civil engineering or other related engineering discipline.

Experience: Three years of engineering experience, including one year of supervisory experience.

Licenses and Certifications: A valid State of California Driver’s License; must be a registered Civil Engineer in the State of California. Employee must complete AB 1825 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.

Physical Demands and Working ConditionsPhysical, mental, and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, computer, business machines, and consistently stand or walk up to four hours per day as required. Vision sufficient to read fine print and display monitors; hearing sufficient to conduct conversations occasionally over the noise from groups of people, in-person, and using the telephone; speaking ability in understandable voice with sufficient volume to be heard in normal conversational distance, occasionally in crowds of people and for addressing groups; physical ability to push, pull, squat, twist, turn, bend, stoop, and reach overhead; physical mobility sufficient to move about the work environment, walk on uneven surfaces; physical strength to lift twenty pounds from the floor; physical stamina sufficient to stand, walk and/or sit for prolonged periods of time; mental acuity to collect, interpret and analyze data, reason, define problems, establish facts, draw valid conclusions, and make valid judgments and decisions. 

Working environment is shared between an office and outside. Subject to sitting at a desk or standing at a counter for long periods of time, bending, crouching, or kneeling at files, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer terminal. Work outdoors under adverse conditions in heat, wind, cold, and rain. Work in and around potentially hazardous substances including pesticides, herbicides, and motor fuel. Must drive a vehicle and travel for meetings, seminars, and classes.
