City of Westerville is Hiring a Chief Information Officer Near Westerville OH 43081, OH

The City of Westerville, at the doorstep of the next Intel manufacturing facility, is looking for a Chief Information Officer to lead citywide innovation and technology advancements. This community has already made substantial investments in technology - achieving the designation of a Top 7 Intelligent Community by the Intelligent Community Forum (ICF). The City always employs a forward-thinking approach to infrastructure: from efficient and reliable municipal utilities to investment in a unique city-owned data center called WeConnect powered by a publicly-owned and citywide fiber optic network. Now we want to employ someone like you to lead us toward future successes. Anticipated hiring date is December 2022.

This is advanced administrative and leadership work directing technology and innovation and is the highest IT leadership role in the City. The Chief Information Officer is empowered to establish the enterprise wide IT strategy and its alignment with the organization’s strategies. As a member of the City Executive Leadership team, the Chief Information Officer participates in and contributes to the overall enterprise technology planning, bringing current knowledge and future vision of technology and systems to business processes, products and services in order to better serve the enterprise and its customers.Work is performed under the general direction of the City Manager. The Chief Information Officer has latitude to make decisions after keeping the City Manager apprised of recommendations and agreed upon action. Work is reviewed through periodic meetings and annual performance reviews with the City Manager. Work is also reviewed through the City’s independent financial and compliance audit to ensure proper procedures, policies, and controls are in place to safeguard City systems and associated data.

Provides leadership, coaching and direction to the team. 

Directs, through the team, technology solutions that support business and customer needs and enhance user productivity.

Provides strategic direction for all enterprise-wide IT operations and ensures the daily management, coordination, development, selection and operation of all information systems within the City. 

Focuses service delivery through the use of a customer service model that balances departmental needs with the overall technical needs of the organization, economies of scale, and priorities of the organization as defined by the executive management team and the City Manager.

Builds relationships and teams across the enterprise to enable cost-effective and innovative shared solutions. Effectively utilize IT resources and emphasize the Information Technology Department as an organization-wide consultant. 

Drives the development of enterprise technology standards, governance processes and performance metrics to ensure that IT delivers value to the enterprise. 

Inform the organization’s human capital retention and recruitment efforts as it relates to staff’s technical skills and abilities.

Stays current with new technologies and platforms in order to drive innovation and technology solutions.

Plans, develops and manages the budget to ensure consistency with overall strategic objectives. 

Strategically represents the City at professional organizations and with industry or regional partners.

Bachelor’s degree in computer science or closely related field to computer science.

Ability to exercise good judgment in analyzing, appraising, evaluating and solving problems of a difficult procedural, organizational, administrative or technical nature and to make recommendations for proper actions. 

Ability to use technology to create new, innovative opportunities for the City using emerging technologies to solve enterprise-wide problems.

Ability to provide effective and timely solutions for City Departments while managing costs and risks. 

Ability to communicate complex ideas and technology solutions effectively, both orally and in writing.

Ability to think strategically and implement approved strategies. 

Ability to prepare reports and presentations to City Council, City management and others on technology projects and operations. 

Ability to manage change across the enterprise. 

Knowledge of local, state, and federal laws, policies, rules, regulations and standards pertaining to information technology. 

Knowledge of budget preparation and management. 

Knowledge of personnel policies, rules, and regulations. 

Knowledge of principles of management and supervision. 

Master’s degree in computer science or a closely related field is preferred.

Experience in a governmental setting is preferred. 

Ten or more years in IT of which five years including leadership responsibilities is preferred.

A combination of education and experience will be considered.
