Under direction, plans, coordinates, and supervises citywide information technology projects, licensing, and administrative functions.
DISTINGUISHING CHARACTERISTICS
The Information Technology Supervisor is responsible for supervising the staff and work of the City's Information Technology division. The Information Technology Supervisor is distinguished from the Senior Information Technology Specialist by its responsibility for planning, coordinating, and supervising larger scale projects and consulting assignments, prioritizing work orders, administering the division budget, and evaluating employee performance. The scope of work includes a wide range of information technology applications, upgrades, and maintenance.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the department head or deputy.
Provides direct supervision to Senior Information Technology Specialists, Information Technology Specialists, and Information Technology Interns.
Duties may include, but are not limited to, the following:
• Supervises, schedules and coordinates work assignments and projects involving information technology staff; trains personnel, monitors progress, and investigates major hardware and software problems; conducts performance appraisals.
• Oversees the installation and coordination of information systems installations and upgrades; reviews hardware and software problems with internal and external staff in user departments in order to understand trends and to investigate and resolve problems and issues; monitors systems activity and performance.
• Develops and maintains relationships with outside vendors to identify and correct causes of hardware, operating systems software, or applications program malfunctions; performs programming changes and enhancements.
• Develops and updates long-range fiscal and economic models and analyses
• Coordinates and administers licensing agreements; ensures that all users comply with provisions associated with the use of software and hardware.
• Reviews statistics maintained for systems operations schedules and monitors performance of systems hardware, software and communications systems; provides work summaries to management staff.
• Evaluates the effectiveness of standard policies and procedures for operations and data control activities; recommends procedural changes to improve systems operations, minimize risks, and ensure hardware and software integrity.
• Supervises the implementation of new data and telecommunications networks, and upgrading of system topology, server configuration, and information architecture.
• Administers division budget and monitor operating and personnel expenditures; recommends acquisition of hardware and software; tracks consulting and vendor expenses.
• Assesses interdepartmental needs for new or modified programs, systems, and upgrades, and supervises the development and enhancement of in-house software and use of contract resources and vendor products.
• Establishes and communicates database archival, systems recovery, and security protocols.
A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for entry into the classification. A typical combination includes:
Education and/or Experience:
Bachelor's degree in computer science, management information systems, or a closely related field; and five (5) years of increasingly responsible professional experience in information systems operations and maintenance, including two (2) years in a lead or supervisory capacity.
Licenses and/or Certificates:
Possession of a valid California Class C driver's license and an acceptable driving record. A valid California Law Enforcement Teletype Systems (CLETS) certificate is required within three (3) months of employment.
Special Requirements:
Satisfactory results from a background investigation, physical examination and administrative screening.

• Operate modern office equipment including computer hardware, software, and basic testing equipment
• Operate a motor vehicle safely
Ability to:
• Plan and prioritize assignments and ensure the completion of projects and tasks within established deadlines
• Organize, coordinate, and supervise the work of staff and conduct performance evaluations
• Effectively apply technical knowledge of automated systems, hardware, and software in the assistance and support of users
• Interface with users on a non-technical level to trouble-shoot and research solutions to computer problems and to distinguish between hardware and software errors
• Establish and maintain effective working relationships with City staff, external customers, vendors, and others encountered in the course of work
• Analyze and define user problems and requirements, network systems, and PC problems and develop computer applications solutions
• Prepare and maintain comprehensive records and prepare clear, concise, and complete technical reports, recommendations, and correspondence
• Communicate effectively, both orally or in writing, with users, contractors, consultants, vendors, and the general public

Physical Demands:
The employee is constantly required to use fingers to enter data, hands to lightly grasp small components, or firmly grasp printers and personal computers, and to operate computer hardware, peripheral devices, and telecommunications consoles. The employee frequently reaches with hands and arms below and above the shoulder level to access workstations and to occasionally lift, move and carry computer hardware and peripheral devices typically weighing from 10 pounds to 50 pounds. The employee is required to frequently sit and stand and walk to access work areas and files; stoop, crouch, kneel, twist and/or turn to install, access or remove information technology hardware, such as desktop computers, printers, laptops, cabling, and electronic devices. The employee is required to hear, talk, see, and feel and to install components. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.
Mental Demands:
The employee is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; learn and apply new information or skills; and interact with staff, contractors, and others encountered in the course of work.
WORK ENVIRONMENT
The employee typically works in office conditions; the noise level is frequently quiet or moderately quiet, at or below 85 decibels. Occasional driving is required to different City facilities to install, trouble-shoot, repair, or upgrade hardware and software.
