City of Stockton is Hiring a Senior Budget Analyst (Confidential) Near Stockton, CA

MONTHLY SALARY RANGE: 
$7,966.18 - $8,364.50 - $8,782.72 - $9,221.88 - $9,682.94 - $10,167.10
FLSA STATUS: Exempt
TENTATIVE INTERVIEW DATE: To be determined by hiring department. 
The City of Stockton is seeking to fill two (2) positions at the Senior Budget Analyst level in its central budget office. The ideal candidate will possess strong analytical skills, be proficient in a variety of business and financial computer applications, have government experience, project management experience, and possess excellent oral and written customer service skills. Both positions are responsible for long-term financial planning and analysis, which may include revenue forecasting, multi-year financial projections, monitoring of federal and state policies impacting City revenues, leading revenue enhancement projects, debt covenants management, and related financial reporting. In addition, the positions will support budget development, implementation, monitoring, reporting, and training. Prior central budgeting and accounting experience in a government entity is desirable. The incumbent will work a City of Stockton 9/80 schedule: 8:00am - 6:00pm Mondays through Thursdays; 8:00am to 5:00pm on working Fridays, with alternating Fridays off.

Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting. 
Under general direction, plans, organizes, and administers specialized City programs and projects, directs and coordinates the work of assigned professional and support staff, performs analytical analyses, prepares long-term financial forecasts, develops, monitors, and reports Citywide operating and capital improvement budgets; responsible for policy development and program planning and implementation with Citywide implications; and performs related work as assigned.
Senior Budget Analyst(Confidential) is the highest level in the Budget Analyst professional budget series, performing the most complex and difficult analytical work as a Budget Development Manager including forecasting and financial monitoring of positions and labor related work. This position is under supervision in the central budget office of the City. The major emphasis of the work relates to coordinating the preparation implementation and monitoring of Citywide budgets, including developing financial projections. The incumbent has considerable latitude for the exercise of independent judgment, in meetings with department heads, boards and commissions and representatives of other agencies. Direction is received from higher-level management or Budget Officer.
  • Plans, organizes and coordinates the development process of the City’s annual budget in a major department and/or assists with the development, production and administration of Citywide operating and capital improvement budgets. 
  • Develops, implements, monitors, makes recommendation regarding and reports results of department and/or Citywide budgets. 
  • Review departmental budget submissions, evaluates such requests and recommends approval or modifications.
  • Analyzes alternatives and makes recommendations regarding such matters as staffing, capital, equipment purchases, revenues, and cost control. 
  • Compiles the budget document for departments to which assigned and/or assists with the compilation of Citywide budget documents. 
  • Review monthly expenditure reports, analyzes variances and confers with supervisory or managerial staff to ascertain reasons and correct problems. 
  • Assists in the development and implementation of departmental goals and objectives. 
  • Conducts a variety of special projects and studies related to the function of a department; to which assigned; discusses findings with management staff and prepares reports of study findings. 
  • Maintains accurate records and files; may develop or utilize computer applications to assist with budgetary analyses and administration. 
  • Provides technical assistance to others, including departmental analytical staff, on budgetary or analytical matters. 
  • Prepares narrative analytical statistical reports, research correspondence and other written materials; or directs the preparation of graphic materials for City Council and similar budget presentations. 
  • May develop funding forecasts and compile various financial or statistical information including work related to positions and labor units as required. 
  • Provides support to departments relative to budgets, analysis and financial reporting. Assists management with the preparation for and handling of bargaining unit related financial issues. 
  • Confers with operating department staff regarding budget proposals, revenue projections, budget administration and related matters; provides advice and counsel to department heads regarding the budgetary process and limitations. 
  • Makes revenue projections; analyzes and evaluates permit, service and similar City fees; recommends fees and charges for City services. 
  • Investigates methods of funding capital improvement projects and coordinates the development of an annual capital improvement program. 
  • Assigns, directs and reviews the work of professional, technical and office support staff.
  • Conducts varied and complex administrative and operational studies as assigned; provides technical assistance to others. 
Education/Experience:
Education- Possession of a Bachelor’s degree from an accredited four (4) year college or university with major course work in accounting, economics, business or public administration, or a closely related field.
Experience: A minimum of five (5) years of professional level experience in budget development and administration. Lead or supervisory experience and demonstrated major project administrative experience are desirable.
Substitution: Extensive budget development and administration experience may be substituted for education on a year-for-year basis to a maximum of two years. A Master's Degree in public or business administration, economics, or a closely related field from an accredited college or university may be substituted for one year of experience.
Other Requirements:
  • Specified positions may require a valid California driver's license.
Knowledge of:
  • Principles, practices and techniques of budget development and administration;
  • Basic municipal accounting requirements and procedures;
  • Public administration principles and practices;
  • Business computer user applications, particularly as related to statistical analysis and data management;
  • Financial/statistical/comparative analysis techniques and formulae;
  • Basic principles of funding or income forecasting;
  • Methods of administrative, organizational and economic analyses;
  • Supervisory principles and practices; and
  • Applicable laws and regulations.
Skill in:
  • Analyzing budgetary and revenue projection problems, evaluating alternatives and reaching sound conclusions;
  • Performing administrative, operational and organizational analyses;
  • Collecting, evaluating and interpreting varied information and data, either in statistical or narrative form;
  • Interpreting and applying laws, regulations, policies and procedures;
  • Preparing clear, concise and complete reports and other written materials;
  • Maintaining accurate records and files;
  • Coordinating multiple projects and meeting critical deadlines;
  • Exercising sound independent judgment including confidential matters within established guidelines;
  • Establishing and maintaining effective working relationships with those contacted in the course of the work; and
  • Planning, directing and reviewing the work of others.
Physical/Mental Abilities:
  • Mobility - Constant sitting for long periods of time while operating a keyboard; occasional walking, bending, stooping, kneeling, reaching, pushing and pulling;
  • Lifting - Occasional lifting of 10 pounds or less;
  • Vision - Constant use of overall visual capabilities; frequent need for use of color perception, hand/eye coordination, reading and/or close up work;
  • Dexterity - Frequent holding, grasping, typing, repetitive motion and writing;
  • Hearing/Talking - Constant hearing and talking of normal speech in person and on the telephone; occasionally speaking in front of large groups of people;
  • Special Requirements - May require occasional weekend or evening work;
  • Emotional/Psychological - Constant concentration, decision making and public contact; occasional ability to exercise sound judgment, especially under stressful situations; and working alone;
  • Environmental Conditions - Occasional exposure to noise; and
  • Working Conditions - Primarily performed in an office environment which is typically moderately quiet, but may be loud at times and at some locations.
