Participate in the engineering of public works projects, including street construction, storm and sanitary sewers, water mains, and various other public improvements and maintenance projects including pavement maintenance, city buildings and miscellaneous city projects.
Participate in the ongoing inspection of public works projects performed by city contractors or city employees.
Represents the department and provides information on public works projects and other information to a variety of committees, commissions, the press and the public.
Participates in traffic engineering projects and traffic studies.
Assist in the design, installation and operation of traffic signal systems.
Assist in the design, installation and operation of streets and parking lots.
Prepares reports related to public works improvements.
Prepares specifications and bid documents for public works projects and may assist in the preparation of bidding documents for other City departments.
Conducts bidding for all City projects including advertising, posting of bid materials, opening of contractor bids and preparation of bid tabulations.
Reviews construction plans and documents prepared by others.
Assists the Directors of both Public Works and Utilities in the preparation of the annual budgets.
Attends meetings as directed, including, but not limited to the following:
May be assigned the duties of the Director of Public Works in the absence of the director.
Works closely and assists with other city departments in engineering related matters.
Other related duties as required.
A Bachelors of Science degree in civil engineering with a minimum of five years of increasingly responsible civil engineering experience, preferably in public works design and construction.
Registration as a PE with the WI Department of Safety and Professional Services is preferred. Registered FE with the desire and ability to obtain registration as a professional engineer within one year of employment will be considered.
Possession of a valid motor vehicle operator's license issued by the State of Wisconsin is required.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Must be available to work day or night hours with minimal notice.
Performance of tasks may involve exposure to machinery and its moving parts as well as toxic gases, chemicals and other hazardous materials.
Must be able to work in both outdoor and indoor environmental conditions from extreme heat, rain, snow, humidity and extreme cold.
The ability to intermittently sit, stand, walk, bend and lift moderately heavy objects (40 to 50 pounds) is required. Must be free of limitations on seat belt use.

Extensive knowledge of the principles and practices of municipal civil engineering, particularly as they are applied to the design and construction of streets and roads, curb and gutter, sidewalks, storm sewers and drainage systems, stormwater management, sanitary sewers, water mains, traffic signals, street lighting and fiber optic community area network.
Thorough knowledge of the principles and practices of modern public administration and supervision, particularly as applied to public works.
Ability to coordinate the efforts of paraprofessionals and technical employees on large scale design and construction projects.
Ability to communicate verbally and through written and visual media the plans, needs, and wishes of the department to city officials, other agency officials, and the general public.
Ability to interpret plans and blueprints for buildings, utilities, site plan submittals, etc.
Ability to estimate projects and to keep accurate records.
Ability to draft plans and write specifications for city projects.
Working knowledge of Microsoft Access, Word, Excel and Outlook.
A working knowledge of AutoCAD Civil3D as it relates to utility and street corridor design and ESRI ArcMap.
