City of San Antonio is Hiring a PRIMELink Help Desk Specialist Near San Antonio, TX

Under general direction, creates and maintains projects, accounts, system access, invoices, and other COSA PRIMELink functions; assists staff and external customers/users in using COSA PRIMELink; provides training on COSA PRIMELink operations to users; and modifies COSA PRIMELink configurations to meet business requirements. Working conditions are primarily in an office environment. May exercise supervision over assigned staff.

Work Schedule
7:45 a.m. - 4:30 p.m., Monday - Friday
  • Assists staff and vendors with using the software in person, by telephone and email.
  • Performs transactions in the system to include granting access, setting up and updating contracts, projects, schedule of values, reimbursements and task orders.
  • Provides user training on the system.
  • Monitors and evaluates assigned programs and projects, sets deadlines, analyzes issues, and provides recommendations. 
  • Implements, monitors and evaluates new programs. 
  • May assist in the preparation and monitoring of the annual budget. 
  • Prepares written reports and presentations on project progress and results. 
  • Works to ensure coordination between divisions within the department. 
  • Organizes and prepares written summaries of project reports and action plans in a timely manner. 
  • Performs related duties and fulfills responsibilities as required. 
  • Bachelor's Degree from an accredited college or university with preferable coursework in Business, Public Administration, or a related field.
Preferred Qualifications
  • Good computer skills with the ability to learn new programs quickly. 
  • Familiarity with SAP (end user); particularly contracts and purchase orders. 
  • Familiarity with COSA PRIMELink (Oracle Primavera Unifier).

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
  • Knowledge of management study principles. 
  • Knowledge of computer software and hardware applications. 
  • Knowledge of budget and accounting principles. 
  • Knowledge of project management methods. 
  • Knowledge of training techniques. 
  • Knowledge of general statistical and quantitative methods. 
  • Ability to analyze and recommend solutions to management and organizational problems. 
  • Ability to assist in the preparation of budgets and accounting systems. 
  • Ability to operate a computer keyboard and other basic computer equipment. 
  • Ability to develop and implement innovations towards improving the department's operations and delivery of services. 
  • Ability to assess data processing needs and submit requests to the Information Technology Services Department. 
  • Ability to provide technical assistance and training to computer users. 
  • Ability to communicate clearly and effectively. 
  • Ability to develop, implement, and evaluate new programs.
