THE CITY OF PLACENTIA IS NOW RECRUITING FOR THE POSITION OF FIRE CAPTAIN
Under general direction, the Fire Captain will serve as a first line supervisor of a fire station operation. The Fire Captain will be responsible for personnel, apparatus, facilities, and equipment; provides staff support and assistance in the planning, development, and implementation of fire prevention, fire inspection, public education, support services, and emergency operations programs and services; may serve as an emergency ground commander until relieved by a superior officer, and performs other related duties as required.
This position will be subjected to a 48/96 work schedule.  
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position. Management reserves the right to add, modify, change or rescind work assignments as needed.
  • Responds to emergencies as assigned, including rescues, explosions, and medical emergencies within the area of responsibility and assumes command on the fire ground until relieved by a superior officer.
  • Plan, coordinate, assign, direct, and participate in emergency and non-emergency response operations and activities of an assigned shift within a fire station.
  • Organizes and directs all training at the fire department and implements training programs as directed, including apparatus and equipment and emergency medical care.
  • Maintains fire station records systems to include required station log; completes required periodic reports to include employee evaluations, fire incident reports and monthly reports. 
  • Organizes and coordinates all fire station operations which may include fire apparatus, public safety vehicles and fire equipment maintenance.
  • Direct and participate in equipment and station maintenance, fire prevention, and inspection, and other operational and administrative assignments.
  • Assists in the analysis of data regarding fire problems in assigned areas and makes recommendations for correction.
  • Directs and coordinates, and supervises personnel in the implementation of inspection, public education, community risk reduction, other programs and work plans.
  • Assists in the evaluation, modification, development, and implementation of existing or new programs.
  • Coordinates emergency and non-emergency response activities with other departments and outside agencies and organizations.
  • Investigates all fires to determine cause and origin.
  • Acts as a liaison with the public, and may make presentations to community organizations, schools, civic groups, and other entities.
EXPERIENCE & EDUCATION:
Any combination of education, training, and/or career or professional experience in an established career Fire department that would provide the required knowledge, skills, and abilities is qualifying.
  • Four (4) to five (5) years of current consecutive firefighting or other professional fire service experience.
  • Graduation from high school or GED equivalent.
DESIRABLE EXPERIENCE & EDUCATION: 
  • Two (2) years of experience as a Fire Engineer with an established Fire Department is highly desirable. 
  • An Associate's Degree or higher in Fire Administration, Fire Science, Public Administration, or a closely related field. 
LICENSES/CERTIFICATIONS: 
  • A valid National Registry and/or California Emergency Medical Technician (EMT) License or higher. 
  • Possession of or the ability to obtain a valid Class C California driver's license and have a satisfactory driving record.
  • Candidates not currently employed and separated from fire service longer than 12 months must have successfully passed the CPAT or Biddle physical agility exam prior to appointment. Verification will be required and must be dated within 1 year of application.
DESIRED LICENSES/CERTIFICATIONS:
  • California driver's license class A, B or Restrictive Firefighter driver's license is preferred.
  • Possession of or the ability to obtain a valid State of California Certified Driver Operator 1A and 1B or National Fire Protection Association (NFPA) equivalent.
  • Possession of the California State Office of the State Fire Marshal (OSFM) Company Officer (2014), Instructor 1, and Fire Inspector 1 or (NFPA) equivalent. Employees will be subject to industry certifications identified within a future career development plan.
Promotable opportunities may be contingent upon the completion of certain certifications.
Knowledge of:
  • Principles, practices, and procedures of modern firefighting activities, including but not limited to suppression, prevention, and inspection.
  • Pertinent federal, state, and local laws, codes, and regulations governing fire safety and the handling and storage of hazardous materials.
  • Procedures and equipment used in modern firefighting and emergency response activities.
  • Being familiarized with fire prevention and inspection practices as identified in the California Fire Code (CFC).
  • Emergency medical services, physical rescue, emergency recognition, and safe operation procedures relating to hazardous materials; overhaul and salvage operations. 
Skills and Ability to:
  • Operate and maintain fire apparatus and equipment.
  • Make emergency recognition of hazardous materials problems and institute safe operating procedures.
  • Analyze emergency situations and demonstrate efficient and effective thinking and actions; maintain a calm and composed demeanor. 
  • Plan, organize, and direct a variety of fire personnel in training, inspection, and prevention operations.
  • Overseeing and participating in emergency and non-emergency response activities.
  • Train and supervise fire personnel in the area of responsibility.
  • Demonstrate physical endurance, agility, strength, and stamina in the performance of hazardous tasks under emergency conditions.
  • Operate modern office equipment, such as a personal computer and software programs relevant to work performed to prepare reports and correspondence.
  • Interpreting and applying federal, state, and local policies, laws, and regulations.
  • Communicate clearly and concisely, orally and in writing.
  • Understand and follow oral and written instructions.
  • Establish and maintain cooperative and effective relationships with all levels of City staff, community organizations, and the general public.

Physical Demands:While performing the duties of this job, the employee is frequently required to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is expected to climb or scale walls, ladders, or steps, carry fire safety gear; stoop, bend, kneel, crouch, squat or crawl, as well as walk, sit, and run. Sensory demands include talking, hearing, and using smell. These positions must be able to pull and carry persons in emergency situations and administer first aid. Employees are expected to grasp and carry power and hand tools, and lift, carry, and move persons, equipment, and push, pull or drag objects weighing up to 100 pounds or more.
Mental Demands:
While performing the duties of this class, employees are regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; remain calm and use effective judgment in dangerous situations; and interact with citizens, business representatives, City staff, other organizations, fire personnel, and the public, with interfaces influenced by the position assignment.
Work Environment:The employee frequently works in outside weather conditions, and in a fire apparatus or other fire unit and may operate specialized equipment when assigned to fire station. The work involves exposure to extreme heat, smoke, dust, fumes, and inclement weather, as well as loud noises such as, but not limited to, sirens, alarms, and diesel engines. These positions require the use of Personal Protective Equipment (PPE) as well as certification in protective and lifesaving equipment. These positions are subject to the threat of injury and life-threatening hazards as part of fire operations.
