City of Norwalk is Hiring a Senior Traffic Engineer Near City of Norwalk, CT

Position Definition: 

Oversees and performs engineering work in the planning, design, management of traffic safety, and construction of a variety of projects related to Transportation, Mobility and Parking; provides technical consultation and assistance to City Departments, Boards and Commissions; performs traffic and transportation research and analysis; prepares project reports, plans, specifications, estimates, grant applications, progress reports, RFP/RFQ/Bid documents and other technical documents; monitors the work of consultants/contractors performing traffic/transportation engineering for the City; makes presentations to the Common Council, City management, commissions, and community groups; responds to inquiries and requests by the public, Council, and/or City agency. In addition, this position is responsible for preparing overall program plans and budgets, monitoring expenditures/reconciliations, and administering the approved budget.

General Duties: 
Receives oral or written direction from the Assistant Director of Transportation. Organizes and plans work according to standard procedures. Establishes priorities in work schedule as needed. Prepares the preparation of plans, specifications and designs for traffic/transportation engineering projects including street and sidewalk construction, and drainage improvements and parking facility improvements. Oversees the preparation of costs and materials estimates for construction projects. Prepares design changes as needed. Oversees the inspection of construction work in progress. Recommends periodic payments and final acceptance of projects. Participates in negotiation of change orders. Provides technical information and general assistance to City Departments, Boards and Commissions. Prepares technical reports for the Assistant Director of Transportation, including supporting graphic and tabular data and charts as necessary. Oversees the development and maintenance of City maps. Perform site plan review for all development projects for the impact to the Public Right of Way. Reports work accomplished to Assistant Director of Transportation.
Additional Examples of Duties: 
  • Plans, manages, organizes, and oversees the general administration and management transportation planning, design, construction and maintenance projects related to streets, sidewalks, traffic signal systems and infrastructure, neighborhood traffic calming projects, related transportation management projects, and pedestrian and bicycle facilities;
  • Develops and directs the implementation of standards for maintenance and operation of traffic signs, signals, striping and markings.
  • Evaluates long range needs for municipal traffic engineering projects, operations and maintenance, prepares reports and makes recommendations.
  • Conducts selection of engineering consultants including developing scope, bidding, negotiation, and project administration and coordinates the preparation of contract documents and specifications.
  • Oversees and coordinates public use/encroachment permits (i.e. street use permits, traffic control plans, use of public property permits, excavation permits) processes within the Department and presents to the Traffic Authority.
  • Develops, recommends, reviews, and monitors municipal and regional transportation capital improvement programs and other safety improvements in conjunction with consultants, other City departments-divisions, and regional and State agencies.
  • Participates in the interface and coordination of the City’s Transportation system with the regional transportation system.
  • Inspects construction sites to monitor progress and ensure conformance to engineering plans, specifications and construction and safety standards.
  • Prepares and participates in the administration of the annual division budget, maintains project budgets, and ensures that projects stay within their allocated budget.
  • Provides leadership to staff and monitors the performance of division staff, contractors and consultants under contract with the City to ensure that work is being done on schedule, within budget and in accordance with the terms of the contracts and the division’s work plan.
  • Demonstrates and develop building a trusting working relationship with colleges and constituents. 
  • Performs other related duties, as assigned
Supervised By: Receives general direction from the Assistant Director of Transportation.

It is not all-inclusive of every task or responsibility.Thorough knowledge of civil engineering principles and practices as applied to Transportation, Mobility and Parking. In-depth knowledge of the MUTCD, NACTO Design Guides, CTDOT Highway Design Guide, AASTHO Roadway Design Guides and Highway Capacity Manuals. Knowledge of implementable mobility solutions of Complete Streets. Thorough knowledge and use of AutoCAD, Synchro, GIS and other traffic simulation models to produce original drawings and analyses and verify and interpret results from studies. Ability to apply the principles of civil engineering to define problems, collect data, establish facts and develop practical solutions. Ability to interpret an extensive variety of technical instructions in mathematical, diagrammatic, or schematic form. Ability to plan, organize, and direct projects in a varied civil engineering program. Knowledge of the methods, materials and equipment used in the construction and maintenance of municipal facilities and systems. Knowledge of laws and regulations governing municipal development and construction. Ability to supervise. Ability to deal effectively with staff, officials, project personnel and the public.

A Bachelor’s degree in Civil Engineering and five years of progressively responsible Civil Engineering work, or combination of experience and education. Registration as a Professional Engineer (PE) in the State of Connecticut within 1 year of employment required. Certificate of a Professional Traffic Operations Engineer (PTOE) and/or Road Safety Professional (RSP) desirable. 

License or Certificate: Certified by State of Connecticut as a Professional Engineer within 1 year of employment ; Motor Vehicle Operator’s License.

This position is a Grade 7.
