CITY OF MOORHEAD is Hiring a CAD Manager Near Moorhead, MN

The City of Moorhead is accepting applications for CAD Manager working in the Engineering Department. This administrative position performs difficult work performing advanced AutoCAD management. The CAD Manager provides leadership to a team of drafters and designers and coordinates with engineers to ensure project development accuracy. This position manages and develops AutoCAD Civil 3D procedures, standards and details to ensure department software, programs, techniques and tools are current. Works with department leadership regarding technical support, training and other CAD applications and standards. Monitors team members for technical skills, performance and productivity. The CAD Manager also performs quantitative research, drafting plans, preparing maps, calculating and recording data and quantities, performing algebraic and geometric design computations, and utilizes AutoCAD Civil 3D software. This position's primary duty is the performance of office or non-manual work directly related to the managemenet and daily operation of the City Engineering Departmnet. This position exercises lead work responsibilities as directed.
ESSENTIAL FUNCTIONS: The essential functions of the position include, but are not limited to the following major duties performed. Duties are listed from most to least important.

  • Leads the development, implementation and enforcement of CAD standards, templates, procedures, manuals and best practices consistent with industry standards.
  • Provides leadership and vision to the department, generates written technology evaluations for new and upcoming CAD software and how the adoption of the new software affects the current program and users.
  • Provides department-wide CAD administration, support, troubleshooting, training, and mentoring. Maintains and forecasts software seat counts. Coordinates with IT staff to manage licensing and optimize systems for AutoCAD production work.
  • Establishes and manages a quality control process to ensure the department is consistently adhering to the established standards and procedures, including performing quality control checks; performing quality assurance reviews on plans to ensure that every drawing is legible and professional and adheres to all applicable department standards; identifying and recommending best practices for increasing workflow.
  • Manages detail libraries including creating, modifying and cataloging current and new details.
  • Assists consultants with project specific CAD-related work to ensure adherence to City CAD Standards and resolves issues that may arise.
  • Maintains the departments archive files for future retrieval of project information.
  • Provides input and review of CAD competencies during employee hiring process.
  • Assists with development of departmental budget for training, software and required programs essential to project development.
  • Works with Engineers and Technicians to create accurate and presentable construction plan sets, including: horizontal control plans, grading plans, erosion control plans, drainage plans, sewer plans, water plans, details and notes, existing and proposed road profiles and sections, existing and proposed utilities, and topographic maps.
  • Works independently to create base maps, setup of both model space and paper space, and managing xrefs, incorporate redlines and design provided by Project Manager.
  • Performs preliminary design calculations for estimating quantities.
  • Maintains and preserves public works records; drafts as-built records of projects and infrastructure; updates utility and transportation infrastructure maps; documents changes for the operation and maintenance programs such as GIS and AutoCAD.
  • Researches records, maps and other information to obtain typical engineering data such as location of easements, sewer stubs, water mains, hydrants, property special assessments, etc.
  • Performs office-related functions including preparing correspondence, maps, presentation materials, brochures, field notes, printing materials, answering phones and responding to inquiries from contractors, developers, property owners, staff and the general public; prepares and maintains records, files and reports as required.
  • Performs other duties as requested, including inspecting and managing the restoration and construction timeline of work; producing notifications and correspondence for the public and GIS; maintaining records pertaining to the applied right-of-way construction and restoration.
  • Attendance at off-site courses/trainings/seminars may be required.

Requirements

  • Associate’s degree or certificate of completion from an accredited designer/drafter curriculum
  • Four years working knowledge of AutoCAD in a production and/or support role; engineering design environment and Civil 3D experience preferred
  • Minimum of 1 years supervision of staff and project production experience
  • Demonstrated technical background with a broad base of experience. Preferably with a Civil Engineering background.
  • Valid driver's license

KNOWLEDGE, SKILLS, and ABILITIES
The CAD Manager requires thorough knowledge of AutoCAD including applications, best practices, management, development and implementation of AutoCAD standards, template and tool palette creation, updates and new releases; thorough knowledge of AutoCAD Civil 3D plan production and; thorough knowledge of PC-based computing skills and experience (word processing, spreadsheet, database management etc.); general knowledge of surveying and civil engineering principles, procedures, practices and techniques; general knowledge of engineering maps and records; general knowledge of city, state and federal policies, laws and regulations; ability to interpret operating, maintenance, technical and procedure manuals and engineering plans and specifications; ability to work closely with multiple engineers & designers to perform civil engineering design such as site layout, grading, erosion control, road profiles, corridors, pipe networks, utility plans, etc. Experience and exceptional proficiency with AutoCAD/Civil 3D plan production required; exceptional understanding of AutoCAD applications and best practices; Extensive experience in CAD management, including development and implementation of AutoCAD standards, template and tool palette creation, updates and new releases; Efficient and accurate in the use of the AutoCAD software to generate Engineering drawings; Ability to work well with others and able to adhere to and/or provide directions as needed. Ability to maintain a positive working relationship within all levels of the department. Ability to effectively communicate with management, project managers, peers and clients verbally and in writing. Extensive knowledge of PC-based computing skills and experience in word processing, spreadsheet, database management etc. Microsoft Office products proficiency; ability to establish and maintain effective working relationships with associates, supervisors, other departments, vendors and the general public.
PHYSICAL REQUIREMENTS and WORKING CONDITIONS
The CAD Manager requires the occasional exertion of up to 25 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing and repetitive motions, frequently requires using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, and lifting and occasionally requires climbing or balancing, tasting or smelling and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts and exposure to outdoor weather conditions, frequently requires working in high, precarious places and exposure to toxic or caustic chemicals and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
