Job Description

Salary: $59,068.76/annual minimum - $73,835.95/annual midpoint (Depending on qualifications)  

Responsible for coordination and oversight of citywide grant programs and acting as liaison between the City of Mesquite and the respective granting agencies. This position is accountable for a variety of duties in the administration and implementation of the City’s Federal Grant programs including the review and interpretation of budget forms and other financial documents, program monitoring and reporting, contractor supervision, and to provide professional assistance to the City’s senior departmental staff.


General supervision is provided by the Manager of Budget & Treasury.

  1. All behaviors comply with the Code of Conduct & Rules of Behavior outlined in chapter 8 of the General Government Policies and Procedures Manual.
  2. Conducts research on potential grants and other external funding opportunities for recommendations to expand portfolio of grants, inter-local agreements, and donations.
  3. Monitor and advise on updates in United States Treasury guidelines and frequently asked questions (FAQs) provided by local state, and federal agencies to ensure compliance by city personnel.
  4. Train and evaluate performance of city personnel engaged in external/grant funding.
  5. May administer City grant programs; prepare and/or assist in the preparation and review of applications for funding; coordinate public hearings on proposals if necessary; coordinate funding deadlines with other City Departments, city partners, and stakeholders; assist and/or prepare performance and financial reports and public notices.
  6. Participate in the development and oversight of the annual budget for citywide grant programs. 
  7. Ensure compliance with all federal and state grant regulations, including financial management required to receive and maintain federal, state, and local grant program funds.
  8. Review, update, interpret and maintain a variety of files and record retention related to federal, state, and local regulations.
  9. Prepare or assist in the preparation of the city’s annual Schedule of Expenditures of Federal Awards (SEFA) report.
  10. Maintain grant information on City’s web site.
  11. Market and promote grant projects in coordination with the City’s Public Information Officer.


Bachelor’s degree from an accredited college or university with major coursework in public administration, finance, or closely related field.  


Three years of experience in general grant administration, public administration, or closely related field.


Possession of a valid driver’s license. 


Master’s Degree in Public Administration, five years’ experience in Grants management or related area and two years of supervisory experience.
