City of Lakeland, Civil Service is Hiring a Purchasing Assistant Near Lakeland, FL

This is a highly responsible position that provides complex clerical work of an administrative nature to all division staff members. An employee in this position works with minimal instruction or supervision. Work is reviewed for the effective achievement of desired results.

This position is only open to current City of Lakeland employees.
  • Enters and processes blanket purchase orders and releases, internal division purchase requisitions, and sends purchase orders to vendors in Oracle eBS system.
  • Assists suppliers with vendor registration and updates in Purchasing Division’s iSupplier system.
  • Inputs payroll and maintains all records and reporting requirements for the division pertaining to payroll and personnel functions. 
  • Receives hard copy solicitations and scans into OnBase system, prepares for and conducts public bid openings, and publishes bid tabulations. 
  • Responsible for significant public contact in greeting visitors, answering telephones and providing information or routing communication.
  • Drafts correspondence such as Notice to Owner letters for signature according to established policies and procedures.
  • Assists with City Procurement Card (P-card) program: processes new card requests, renewals, card limit increases and cancellations, assisting with cardholder issues and processing division charges.
  • Creates T-forms, budget transfers, journal entries, and check requests as needed.
  • Performs clerical responsibilities such as opening and distributing incoming mail and routing packages; maintains an adequate supply of office materials and supplies.
  • Operates a variety of office equipment including a computer, printer, facsimile, copier, telephone, and dictation/transcription.
  • Prepare and organize records to be sent to Records Retention.
  • May be required to work overtime or alternate hours as necessary for the efficient operation of the department.

ADDITIONAL FUNCTIONS:

  • Performs related work as required.
  • Position may be designated as Mission Critical.
  • Associates Degree or sixty (60) college credit hours from an accredited college or university with major course work in Business Administration, Procurement or related field. 
  • Two (2) years of experience in administrative work, preferably in governmental administration.

An equivalent combination of education, training and experience which provide the knowledge, skills and abilities and other competencies necessary for success in the target position may be considered.

SPECIAL REQUIREMENTS:

  • Must possess a valid driver’s license.
  • Must maintain a valid telephone number.
  • Thorough knowledge of city financial, purchasing and payroll software programs.
  • Thorough knowledge of modern office practices and procedures and the use of office machines and equipment.
  • Thorough knowledge of business English, grammar, spelling and arithmetic.
  • Skill in the operation of computers and peripheral equipment.
  • Ability to learn City operations and organization and make moderately complex decisions in accordance with established City and departmental policies and procedures.
  • Ability to maintain administrative, fiscal and general records and to prepare reports and answer questions from records.
  • Ability to compose correspondence and perform routine office management details without direct supervision.
  • Ability to proofread text and data to provide accurate information.
  • Ability and willingness to establish and maintain effective working relationships with supervising personnel, co-workers, other City employees, vendors, suppliers, contractors and the general public.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS: 

  • Requires sedentary work that involves walking or standing some of the time, exerting up to ten (10) pounds of force on a recurring basis, and routine keyboard operations.
  • The job risks exposure to no significant environmental hazards.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, depth perception, and texture perception.
