The City of Lafayette is seeking an experienced and dynamic Risk Manager. This position has previously been combined with a Human Resources position. As a new, stand-alone full-time position, the Risk Manager will have the opportunity to further create and develop a comprehensive risk management platform at the City.
The new Risk Manager position will build off the existing risk management foundation to formalize policies and processes, manage safety training and compliance programs, oversee property/casualty and workers’ compensation claims, and integrate efforts across the City to advance existing liability and injury mitigation efforts. The Risk Manager will oversee the budget for property/casualty and workers’ compensation premiums, deductibles, and claims. The City is insured with CIRSA for property/casualty, and with Pinnacol for workers’ compensation.

The pay rate ranges from
$95,000 - $133,781 depending on qualifications.

General Summary Under general direction of the Human Resources Director manages the City's comprehensive risk management program, which includes risk identification and evaluation; claims management; injury and loss prevention; workers’ compensation; safety training and program; property, casualty, auto and general liability insurance. Serves as a senior strategic business partner by providing highly responsible and complex administrative support on risk management related issues to City Departments.
The following duties are illustrative only and are not intended to be all inclusive: - Manages property, liability, and workers’ compensation claims, acting as liaison with legal, insurance, and organizational representatives as appropriate.
- Coordinates and oversees City’s safety program in conjunction with the Safety Committee.
- Serves as primary contact for property/casualty and worker’s compensation insurance carriers.
- Coordinates with and makes recommendations to insurance company and/or City attorney on litigation matters, property/liability claims, contracts, and other legal matters.
- Responsible for the investigation and management of all notices of claims filed, including public liability and personal injury claims.
- Develops and administers claims settlements for lower-level property/liability claims made against the City, including setting reserves and making settlement recommendations.
- Recognizes and identifies potential risk situations within the City and recommends action to be taken to eliminate or minimize that risk.
- Develops, implements, and manages safety-related communications, incentive programs, and risk-mitigation efforts.
- Provides insight and assistance with risk management considerations related to special events, contracts, and agreements.
- Reviews City contract provisions related to insurance, indemnification, and waivers of liability.
- Analyzes and processes workers’ compensation claims; advises supervisors of potential on-the-job injury work restrictions, injury trends, and/or safety concerns. Communicates with injured employees and assists with care coordination and return to work provisions and modified duty, when needed.
- Responds to various complaints related to property and liability concerns in the workplace, as well as City-owned and maintained areas of the community.
- Implements loss prevention programs including safety and wellness training and inspections.
- Analyzes safety issues and loss histories to develop training materials and programs; investigates accidents, injuries and incidents to prevent reoccurrence; makes informal inspections of work sites and crews; notifies department directors of any recurring problems or of problems not immediately remedied.
- Oversees the collections for damages to City property, i.e., restitution.
- Conducts subrogation activities to obtain payment for losses attributable to outside parties.
- Performs and/or coordinates safety inspections of City buildings and facilities.
- Maintains all insurance policies and endorsements for property, casualty, and workers' compensation programs.
- Establishes policies and procedures for effective, efficient, and economical operations.
- Advises management on risk management issues.
- Advise and assist in the development of the City’s Insurance Budget Fund.
- May coordinates Americans with Disabilities Act (ADA) activities and ensures compliance with required regulations.
- May serve as the primary point of contact for Public Health during Public Health Emergency events. Develops and implements policies, and procedures necessary to respond to public health emergencies and ensure a healthy workplace.
- May supervise and direct the work of assigned staff.
KNOWLEDGE OF: Property and liability program management; Principles, practices, methods and techniques of developing and monitoring workplace safety programs; Insurance terms, principles and loss prevention techniques and practices; Risk management operational policies and procedures; Modern principles and techniques of accident prevention and investigation and methods of eliminating hazardous conditions; State and Federal laws, standards, codes, regulations, and established policies pertaining to occupational safety and health programs, workers compensation and city government, including but not limited to: Governmental Immunity Act, Workers' Compensation Act and Rules of Procedure, ADA, FMLA, WC disability management, Personal Injury Protection, OSHA, EPA, NIOSH, ANSI, MSHA and DOT Drug and Alcohol Testing requirements; Occupational health considerations including infectious diseases, ergonomics, anatomy, physiology and biomechanics of the human body; Principles of negotiation and settlement; Knowledge of budgeting, accounting, and principles of risk financing and actuarial tools.

Minimum QualificationsTRAINING: A Bachelor’s degree from an accredited college or university in business, risk management, insurance, finance, or closely related field is strongly preferred.
EXPERIENCE: Five years of increasingly responsible experience in all aspects of risk management, safety and loss prevention, insurance administration, worksite evaluations, and risk assessments. Local government risk management experience as well as leadership experience preferred.
Any equivalent combination of training and experience that provides evidence that the successful candidate possesses the required knowledge, skills and abilities.
Desired QualificationsAssociate Degree in Risk Management (ARM), Chartered Property and Casualty Designation (CPCU), or Certificate in Risk Management (CRM).
Must possess a valid Colorado driver’s license and a safe driving record.
