City of Kingsport is Hiring a Risk Manager Near Kingsport, TN

Directs the administrative operations of all City of Kingsport & Kingsport City Schools liability plans for cost effectiveness while achieving the needs of the city and needs of its employees.

  • Works closely and collaborative with Public Entity Partners (PEP) or other entities used by the City for liability issues, and confers with PEP attorneys regarding large dollar pending cases filed; 
  • Researches alternative liability coverage’s including self-funding and straight insurance basis for cost effectiveness; 
  • Works collaboratively with city departments to resolve ongoing liability concerns including sidewalks, sewer backups, and water breaks; 
  • Oversees investigation & documentation of all liability and Worker’s Comp claims filed for City/Schools; 
  • Oversees staff in daily operation of Workers Comp and Liability Program; 
  • Works closely with City Attorney for research of claims necessary in preparation for trial including securing outside experts to review specific case; 
  • Monitors and reviews self-funded liability and Workers Comp programs for compliance, effective use, cost reductions, claim funds and devise program changes as needed;
  • Develops recommendations for improvements in city departmental safety and operational activities based on review of Workers Comp, liability and property claims and works with specific city departments to implement recommended changes, performs follow-up inspections to ensure compliance;
  • Prepares budget for all risk functions including annual budget review of self insured plans; 
  • Prepares a variety of statistical reports of lost time, number of injuries/accidents and liability claims/costs by department; 
  • Identifies and provides employee training programs regarding safety and health; 
  • Resolves accident claims involving City property, including the exact, flood damage, personal injury, etc.;
  • Assists department heads in review of the City’s insurance coverage affairs claim, status reports, and other reports;
  • Establish files containing necessary information to complete Federal and State reports and submit same in accordance with law;
  • Conducts retention onsite inspections to ensure for your safety procedures and practices;
  • Recommends changes to City insurance policies and coverage; 
  • Oversees safety training and compliance with requirements of the Tennessee Occupational Safety and Health Administration;
  • Serves on emergency management team;
  • Performs other duties as assigned.
  • Knowledge of all applicable state and federal laws, statutes, ordinances, regulations and standards including OSHA, FMLA, ADA, 125 Plans and COBRA including the City’s self funded liability plan through PEP and Workers Compensation Program; 
  • Knowledge of current issues/trends in safety, property, workers comp, liability effecting municipal liability administration, and research techniques required for claims investigation; 
  • Knowledge of basic public administration principles and practices, including policy/procedure development, public and community relations as well as employee relations; 
  • Knowledge of specialized principles and practices of insurance, self-insurance, safety administration;
  • Knowledge of Tennessee workers compensation schedules of procedures; 
  • Knowledge of principles and practices of risk management;
  • Ability to effectively present oral and written action recommendations;
  • Ability to speak clearly;
  • Ability to develop and implement plans and programs; 
  • Skill in establishing and maintaining effective working relationships with City Attorney, Third Party Administrators, benefit consultants, outside state and federal agencies, City employees and the general public; 
  • Skill in operating a variety of office equipment such as computer, telephone, camera, copier and FAX; 
  • Skill in applying appropriate judgment in complex situations effecting the welfare of the city, its employees, the community at large, and in release of confidential information; 
  • Skill in preparing and presenting complex statistical information to a variety of audiences; 
  • Skill in working effectively/efficiently in an environment subject to quickly changing priorities, frequent interruptions and exposure to varying environmental conditions.
Bachelor’s Degree from an accredited college or university in Human Resources, Public Administration, Finance, Risk Management, Insurance, or Business Administration with an emphasis in Risk Management; or closely related field with four years’ experience in Risk Management including insurance plan administration and one year supervisory/managerial responsibility. Current TN/VA Drivers License.
