City of Issaquah is Hiring a Transportation Engineer Near Issaquah, WA

We are looking for skillful project managers and talented engineers. Over the next few years, our Transportation Team will undertake some of the most important projects the City of Issaquah has ever considered. Among them are multimodal crossing of Interstate 90 that will be light rail-ready, critical downtown bridge rehabilitation, reshaping the Newport Way corridor into a premier corridor for bicycles and pedestrians, and many more projects in the City’s Transportation Improvement Program.

We are looking for Transportation Engineers to manage transportation projects, programs, and systems. They assist in preparing project budgets, schedules, and workplan. Transportation Engineers communicate information about their projects to the community, elected officials including presentation to the City Council, and other jurisdictions and agencies. They design and prepare construction documents for transportation projects. Transportation Engineers work evaluate and respond to community transportation concerns.
 
DISTINGUISHING CHARACTERISTICS 
Positions assigned to Engineer perform entry to journey level professional engineering work. Incumbents hired at the entry level of the salary range are expected to have a Bachelor’s degree in civil engineering and an Engineer-in-Training certificate within 6 months of hire. Work performed at this level involves basic professional level engineering tasks. These tasks are performed under the guidance of a Senior Engineer or Engineering Manager and within the framework of established policies and guidelines. As incumbents progress through the salary range and gain experience, the work performed will be at the journey level. Work performed at this level involves increased responsibility and technical knowledge and is typically performed with minimal supervision. Incumbents hired at the midpoint of the salary range should have skills at the journey level and should have the education and experience outlined below.

  • Prepares or reviews project plans and specifications, including drafting as needed; analyze project requirements, physical location, and other pertinent data; prepare engineer's estimate of cost; assure that project designs are in compliance with a variety of local, State, and federal rules and regulations governing public works projects and private projects submitted in development review.
  • Manages construction of capital improvement projects for water, sewer, stormwater, and transportation.
  • Conducts professional civil engineering design review and approves civil engineering construction plans and documents for compliance with City design and construction standards and local, state, and federal regulations governing critical areas, storm water, and other utilities.
  • Designs and prepares construction documents for public works projects; evaluates design and construction elements of private development projects including utilities (water, sewer, storm, etc.), erosion control, and street and parking standards.
  • Assists in administering major workplan items or programs for the Department, including managing and maintaining accurate records, revising standard operating procedures, and ensuring compliance. Examples include the NPDES storm water workplan, Flood Hazard Permits, and similar programs.
  • Conducts field inspections of work-in-progress; coordinates with Construction Inspectors to ensure adequate monitoring of construction.
  • Identifies and evaluates impacts from proposed private development projects and proposes improvements and/or fees to mitigate impacts.
  • Assists in selection and supervision of consultant teams.
  • Assists in preparation of long-term capital improvement plans, including project budgets, schedule, and workplan.
  • Writes reports and makes presentations to the City Council, City boards and commissions, the Hearing Examiner, community groups, and/or the general public; includes compiling and analyzing data and providing written recommendations; communicates technical information to non-technical audiences.
  • Coordinates project activities with City employees, contractors, developers, and other jurisdictions and agencies.
  • Serves as technical expert to other City staff, contractors, developers, and the general public.
  • Responds to questions and complaints from the public regarding issues related to assigned projects, division, or department..
  • Bachelor's degree in civil engineering.
  • Three or more years of experience in civil engineering.
  • Engineer-in-Training certificate required; Professional Engineer's license preferred.
  • Valid WA State driver's license and a driving record that meets City standards.
  • Or any combination of training and experience that would provide the desired knowledge, skills, and abilities.

Knowledge of:
  • Effective principles and practices of project organization and management.
  • Principles, practices, and methods of civil engineering.
  • Practices and techniques used in engineering design and drafting.
  • Methods and techniques used in engineering plan review.
  • Engineering contract management, including the request for qualifications/proposals process.
  • Principles, practices, methods, and materials used in the construction of infrastructure and private development projects.
  • Construction inspection principles and practices.
  • Issues related to urban land development, including land use code, code enforcement, pedestrian- and bike-friendly design, and other urban planning considerations.
  • Applicable laws, codes, regulations, policies, and procedures.
  • Maps, deeds, plats, and plans.
Skill in:
  • Applying and interpreting codes, contract specifications, permit conditions, and other applicable rules, regulations, and standards.
  • Problem solving, including anticipating routine problems and creating innovative solutions.
  • Using computers and applicable software programs.
  • Computer aided drafting (CAD) technology, including AutoCAD or similar products.
  • Geographic Information Systems, including ArcGIS.
  • For some Senior Engineer positions, hydraulic and hydrologic modeling, including WWHM, DCRTS, MGS Flood, and HEC-RAS or similar.
Ability to:
  • Prepare accurate plans, specifications, cost estimates, and engineering reports.
  • Prepare accurate computations and drawings.
  • Analyze problems, identify solutions, and predict and minimize risks.
  • Make presentations on routine issues; communicate technical information to non-technical audiences.
  • Communicate effectively with builders, contractors, City staff, and the general public.
  • Research, gather, and analyze data.
  • Prepare and maintain accurate records and files.
  • Establish and maintain effective working relationships with employees, contractors, and the general public.
