DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Health Department provides traditional public health services and seeks to use innovative methods to meet the community's present and future needs. Our mission is to work in partnership with the community to promote and protect the health and social well-being of all Houstonians. HHD is now the first health department in Texas and the second in a large U.S. city to earn national accreditation.
The Houston Health Department is seeking a high energy individual that is grounded and mature both personally and professionally to fill the role of Division Manager in our Public Health Services Division.
ESSENTIAL JOB DUTIES: Directs the management, coordination, implementation, administration and operation of Health and Multi-Service Centers.
The Division Manager will be responsible for the following functions:
 
  • Manages and directs managers (direct and indirect personnel) at various sites, reviews operations, and may establish objectives within the assigned department. 
  •  Oversee hiring, disciplinary actions, training and development for branch, counsels and evaluate staff performance.
  • Interacts with departmental managers/supervisors, elected officials, business and community leaders, and the public to identify opportunities, build partnerships and resolve issues to improve/or enhance public health in the Community. 
  • Monitors division operations to ensure effective coordination, information flow and policy compliance.
  • Completes special projects as assigned, working on a wide variety of administrative, professional, management and community issues and problems of medium to high complexity
  • Participate as a key member on the Incident Command Structure team supporting the department in various roles in its response to a Public Health Emergency (i.e., Hurricane, Tornado, flooding, fire, etc.).
  • Develops and recommends plans, policies, and programs designed to improve departmental efficiency and effectiveness.
WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc.EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a closely related field.
EXPERIENCE REQUIREMENTS
Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three (3) of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two (2) years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.Preference will be give to applicants that possess: 
  • A degree in Public Health, Microbiology, Physics, Chemistry, Social Science or another related field of study to the duties of the position?
  • Experience in managing multi-site operations, clinic operations, or large-scale operations (flow, utilization, resource allocations, outcomes)?
  • 4 or more years in public health leadership or administration?
  • Have experience managing budgets?
  • Strong written and verbal communication skills?
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION / SKILSS TESTS REQUIRED

SALARY INFORMATION GENERAL FUNDS
Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
