Provide leadership and guidance for all aspects of the Utilities Department operations, including hiring staff, planning and directing the activities and operations of the electric, gas, sewer and water utilities; provide direct supervision to the Utility Departments – Administration, Electric Production, Operations, Capital Management and Safety. Provide indirect supervision to support staffs including Engineering, Environmental, Purchasing and Public Information; coordinate and collaborate activities with other City departments and outside agencies; and provide policy, technical and administrative support to the Mayor, City Council, through the City Administrator.

  • Oversee and manage all Utility Department services and activities; recommend and administer policies and procedures; oversee and participate in all short-range and long range planning activities for the utilities.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
  • Manage the development and implementation of the Utilities Department goals, objectives, policies and priorities for each assigned service area; establish within City policy, appropriate service and staffing levels; allocate resources accordingly; develop recommendations on rate changes.
  • Coordinate Department activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Administrator, Mayor and City Council; prepare and present reports and other necessary correspondence.
  • Plan, direct and coordinate, through subordinate level managers, the Utilities Department's work plan; meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures.
  • Manage and participate in the development and administration of the Utilities Department budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; direct the preparation of and implement budgetary adjustments as necessary.
  • Plan and oversee all capital improvement, construction and maintenance projects related to either the electric, gas, sewer or water utilities; review and approve the acquisition of equipment, supplies and materials necessary to complete job assignments.


  • Ten years of increasingly responsible experience in utility operations, including seven years of administrative and supervisory responsibility.
  • A Bachelor’s degree in Business Administration (or related fields of Accounting, Finance, Economics) or Engineering or a related field is required. A Master’s degree in Business Administration or related advance degree is a plus.
