Open until filled | First review of applications: September 30, 2022Under general direction, manages employment-related functions of the Human Resources Department and may assist Human Resources management with the overall delivery of the department’s plans, policies and programs.
Advises and trains managers and supervisors on employment-related matters, contract interpretations, administrative policies and applicable employment laws.
Provides guidance and insight on recruitments and advertising strategies; oversees higher level recruitments and testing processes, as assigned.
Explains administrative policies, procedures and processes to employees.
Assists Human Resources Director with labor relations activities, including preparing for contract negotiations, attending union-management meetings, and researching and recommending grievance resolutions.
Manages requests under the Family and Medical Leave Act (FMLA) and the Americans with Disabilities Act (ADA).
Conducts investigations and assists managers in making personnel decisions, including employee development, conflict resolution, performance improvement plans and disciplinary actions.
Performs job audits and classification reviews; assist with department reorganizations.
Oversees the City’s employee drug and alcohol testing program, including pre-employment, reasonable suspicion and federally-mandated random testing and follow-up requirements.
Ensures compliance with federal, state and local employment laws and regulations, and recommended best practices; recommends updates to administrative policies and practices to maintain compliance with same.
Develops, prepares, generates and analyzes ongoing and ad-hoc special reports in support of department goals and objectives.
Maintains and expands knowledge and understanding of existing and proposed federal and state laws/regulations, trends, best practices, regulatory changes and new technologies affecting human resource management.
Works cooperatively with department leadership to develop strategies to enhance employees’ growth potential, including performance evaluations, training and other development opportunities.
Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
Bachelor's degree from an accredited college or university in human resources management, business administration, public administration or related field, and five (5) years of progressively responsible experience in human resources; or any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the required work in this position.
Obtain one of the following certifications within two (2) years of hire:
