• Provides general oversight of daily Records Unit operations
• Reviews police reports; reads, classifies, codes and tallies reports according to established coding system in conformance with the NIBRS crime reporting system
• Trains Police Service Technician and Records Specialist, volunteer, temporary and part-time personnel in Records Unit policies and procedures
• Evaluates requests and releases records to individuals based on the Colorado Open Records Act and Colorado Criminal Justice Records Act; implements laws, codes, and policies governing the retention and release records
• Operates all department computer systems, which include Colorado Crime Information Center (CCIC), National Crime Information Center (NCIC), NIBRIS, City Records Management system, Logos financial software and other law enforcement records management systems
• Enters, queries, and deletes data and information to and from NCIC, CCIC, and various law enforcement databases
• Records movement of all records in strict conformance with departmental guidelines and the Colorado Criminal Justice Records Act (CCJRA)
• Evaluates documentation and make decisions on validity; or escalate questions to supervisor
• Audits and reviews work product of Police Service Technicians to ensure validity and accuracy
• Analyzes problems to determine causes and acts to correct problems
• Seals, expunges and limits access to records per court order, Colorado Revised Statues, and Colorado Criminal Justice Records Act
• Serves as a liaison between the unit and other entities such as City Attorney, District Attorney's Office, other City staff in the absence of the Records Supervisor
• Assists department members through their expertise in the processing and retrieving of reports, police records and computer entries
• Works closely with the Records Supervisor to conduct short-term and long-term planning for the Records Division
• Approves or denies requests by citizens for police records
• Follows procedures to maintain a variety of files, including computer databases, reports, summons; and related data received from patrol officers, investigation officers, and County, District, or Municipal court

Performs other duties as assigned
High School diploma or equivalent; at least two years of experience as a Police Records Specialist, or at least three years of equivalent continuous experience in police records management and CCIC/NCIC for a law enforcement agency. A Bachelor Degree in a criminal justice, business or administrative related field is preferred; bilingual in English and Spanish is preferred; experience in shift work is preferred; and, advanced experience with Microsoft Office suite or 365 is preferred. An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered. Must qualify for FBI certification to access the Criminal Justice Information System; qualification includes no felony conviction of any kind. Must be able to be certified as a Notary Public.
