Maintains information technology strategies by managing staff and researching and implementing strategic solutions according to the needs of the City. Position typically manages a team of employees and schedules the on-going work activities of a function to provide optimum efficiency and productivity. Position requires an advanced understanding and wide application of principles, theories, and concepts in assigned function or business area.
Salary: $89,856.00-$114,587.20/annually (Depending on Qualifications)Hours of Work: Monday through Thursday, 7:00 a.m. – 6:00 p.m.; Days and hours are subject to change, including call-outs.

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Plans and implements the additions, deletions, and major modifications to all aspects of the technology infrastructure to include: virtual and physical servers, storage area network systems, wired and wireless networks, phone systems, computer workstations, and laptops
  • Plans and assists in planning and implementing large-scale technology projects within establish timeframes and budgets while delivering a quality product
  • Administers contracts to ensure that both parties are complicit with the terms of the contract including budget requirements
  • Oversees the monitoring and maintenance of IT assets across the City to include determining the lifespans of the cities' technologies, planning upgrades, and replacements
  • Oversees the operations of the service desk and ensures that staff members provide quality customer service when handling service desk requests 
  • Manages technology staff results by communicating job expectations; plans, monitors, and appraises job results; trains, coaches, counsels, and disciplines employees; and initiates, coordinates, and enforces systems, policies, and procedures
  • Builds and maintains internal IT Team relationships to foster a positive culture and fairness
  • Manages police and fire systems both internally and externally to ensure continual fire/police services and operation of dispatch
  • Creates and monitors project plans using Microsoft Project
  • Builds and maintains vendor relationships to include managing the purchase of all hardware and software products in accordance with purchasing guidelines
  • Implements and maintains computer backup operations pursuant to the Florida Public Records Act
  • Prepares and institutes disaster recovery plans
  • Recommends technology purchases that will increase business efficiency and address the City and department needs
  • Responds to public records requests from internal and external customers
  • Performs other duties as assigned and/or required

Bachelor's degree in computer science, telecommunications, math, engineering, business or related discipline; supplemented by six (6) or more years’ of progressively responsible technology infrastructure experience, including 3 years in a Supervisor capacity. 

Must have a state of Florida driver’s license, class E, and be a Cisco Certified Network Associate (CCNA) and a Microsoft Certified Solutions Expert (MCSE).

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Knowledge of personal computers and computer networks and operating systems
  • Knowledge of environment and network protocols, data security and recovery, project management, and processes and methodology 
  • Knowledge of the development of requirements and RFP documents
  • Skill in computer networking, server client technologies, virtualization software, data center management, and active telephone, directory, and email exchange systems
  • Skill in Microsoft Office products (Word, Outlook, Project and Excel)
  • Skill using Microsoft Project to fully administer department projects.
  • Skill in providing good customer service
  • Ability to install and administer computer hardware, software, and networks
  • Ability to multi-task, assign, and prioritize assignments within the department 
  • Ability to quickly and independently learn new software
  • Ability to analyze and define problems, identify alternative solutions, estimate consequences of proposed actions, and implement recommendations in support of goals
  • Ability to delegate, manage, and supervise effectively
  • Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes
  • Ability to clearly communicate and understand information in English, both orally and in writing 
  • Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work 
  • Ability to regularly attend work and arrive punctually for designated work schedule 

PHYSICAL REQUIREMENTS: 

Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 50 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve some climbing, stooping, kneeling, crouching, or crawling. Tasks may involve extended periods of time at a keyboard or work station and extended periods of standing and/or walking.

ENVIRONMENTAL REQUIREMENTS: 

Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature, and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.

SENSORY REQUIREMENTS:

Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors.
