GENERAL STATEMENT OF JOB:
Under administrative direction, the purpose of the position is to perform professional, technical, and administrative engineering work relating to water and wastewater utilities, supervision in the design and inspection of a variety of utility capital improvements; does related work as required. Work is performed under general supervision of the Utilities Engineering Manager. 
ESSENTIAL FUNCTIONS:
  • Responsible for the preparation of a variety of estimates, designs, and specifications for a variety of capital improvements projects conducted by in-house staff and consultants;
  • Reviews and approves subdivision, site and construction plans, and specifications for codes conformance to established departmental standards, policies, and sound engineering principles;
  • Approves change orders to construction projects and pay request/invoices for these projects;
  • Participates in the preparation of specifications, maps, plans, profiles, field notes, and designs of capital improvement projects; 
  • Provides project management and engineering work on capital improvement projects;
  • Assist with review of bids and proposals;
  • Prepares, authorizes, and monitors construction permit compliance by private developers, inspects projects, prepares cost estimates, and initiates action for noncompliance; 
  • Works in conjunction with consulting engineers and other governmental agencies on the coordination of capital projects; 
  • Assists in the preparation of long-range plans for needed capital improvements;
  • Use hydraulic models to illustrate the effects of changing demand and climactic conditions on water distribution and wastewater collection systems;
  • Coordinates the activities of City, State, and the Federal agencies, private contractors, and others involved with City projects;
  • Responsible for the supervision of assigned staff including delegation, coaching, counseling, performance management, and disciplinary actions within the scope of authority;
  • Communicates with contractors and the public both verbally and in writing providing technical information relating to engineering projects;
  • Provides public presentations and reports on capital improvement projects as required;
  • Supports all utility divisions as required;
  • Performs field inspections as required
  • Participates in related committees and attends after hours meetings as required;
  • Provides analysis of operational efficiencies and engineering studies associated with the operation of the Utility System.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Comprehensive knowledge of the principles and practices of civil engineering as related to project management, the preparation of plans and specifications.
  • Comprehensive knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works and utility projects.
  • Thorough knowledge of land and engineering survey systems, methods, and techniques of engineering drafting.
  • Ability to establish and maintain effective working relationships with City officials, employees, contractors, and the public.
  • Ability to communicate technical ideas effectively, both orally and in writing.
  • Ability to prepare technical reports. 
MINIMUM AND PREFERRED QUALIFICATIONS:
  • Bachelor’s degree from an accredited college or university with major course work in civil or environmental engineering; AND
  • Received a passing score in the Fundamentals of Engineering (FE) exam; OR
  • Received a passing score in the Fundamentals of Engineering (FE) exam and 3 years of experience performing professional work related to water and wastewater utilities; OR
  • Possess a Professional Engineer license from the State of Florida or able to get within 6 months (if transferring from another state).
  • Possession of a valid State of Florida Class “E” driver’s license is required.

PHYICAL AND ENVIRONMENTAL DEMANDS AND CONDITIONS:

While performing the essential functions of this job, the employee may be required to: 

  • Lift or carry objects up to 20 pounds;
  • Work in an area that is somewhat uncomfortable due to drafts, noise, temperature variation, odors, or the like;
  • Work in an area that is very uncomfortable due to extreme temperature, noise levels, or other conditions;
  • Work with equipment or performing procedures where carelessness would probably result in minor cuts, bruises, or muscle pulls; and/or
  • Be able to work a fluctuating work schedule based upon the need of the department.
ESSENTIAL EMPLOYEE DESIGNATION:

When normal operations of City departments are suspended or interrupted due to a declaration that a state of emergency exists, employees in this classification will be deemed essential by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work.
