City of Baytown is Hiring a Contracts Specialist Near Baytown, TX

We are excited to announce we are adding a Contracts Specialist in our Engineering Division. As the City of Baytown grows, so does our Engineering team. Baytown is a growing community (82,000 ) on the north side of Galveston Bay, conveniently located 25 miles east of downtown Houston, Texas. Here is a summary of what you can expect if you join us as our first Contracts Specialist.

Summary: This position is responsible for researching, drafting, and assembling professional services, interlocal, grant and job order and construction contracts CIP and operations projects for PWE. The position will assist Legal by preparing contracts and necessary forms. The position will prepare consistent agenda packets, ensuring forms are complete and attached, and ensuring deadlines are met. The position will coordinate bids and RFQs. This position will also be involved in assuring that professional services contract amendments, construction change orders follow the required language, process and maintain compliance with City procedures. Lastly, this position would assist in the agenda development for each project action, assuring that all items are in order and are on time.

  • Prepare professional service agreements necessary for the design of CIP projects – design engineers, architects, environmental consultants, construction managers, and construction materials testing. Includes creating, maintaining, tracking complete agreements including various standard professional services agreements necessary and forward said documents for review and execution (Legal, professional services consultants).
  • Manage creation and routing of Agenda Items for PWE. Drafts amendments to agreements and reviews construction change orders and provides a review for clarity and accuracy (language and costs)
  • Review and assess construction contracts before forwarding to Legal for attesting and review. Reviews conformance of Bid Proposal and Agenda included from bid process with Purchasing, Standard form of Agreement with project manager, all bonds, insurance.
  • Prepare Requests for Qualifications and manage selection process.
  • Reviews grant agreements and ensures attachments and requirements are addressed on professional services agreements and other project documentation.
  • Liaison with Clerk’s office on approved contracts, ordinances, and interfaces with project managers and PWE department staff who are initiating the financial process for purchase orders and project files.
  • Performs all other duties as assigned.

REQUIRED:

  1. Associate’s Degree from an accredited college or institution in Legal Studies, Business Administration, Pre-Law, or a related field. 
  2. One year experience in a paraprofessional role involving competitive bidding processes, preparing a variety of contract documents; writing, administering and enforcing contracts and legal agreements or similarly related work. 

OR

  1. An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Knowledge of professional services contracts, construction contracts, purchasing policy, and state and local governmental agency’s codes and regulations. Knowledge of project scope development, exhibits, maps and contract administration. Ability to communicate effectively both verbally and in writing. Ability to think critically regarding complex concepts described in contracts and changes to contracts, such as amendments. Effective public relations and customer service skills. Ability to plan, organize, assign, and coordinate the activities. Ability to analyze information, develop courses of action, and make recommendations. Ability to get along appropriately with co-workers and provide high value of customer service and professionalism to the public. Knowledge and ability to use the Microsoft Office Suite.

Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
