  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Recreation, Physical Education, Parks Administration or a field related to the job, plus four (4) years of experience related to the job, one (1) of which must have been in a supervisory capacity.
  • Experience may substitute for education up to a maximum of four (4) years.
Licenses or Certifications:
  • Life Guarding and First Aid (Basic Level)
  • Cardiopulmonary Resuscitation (CPR)
  • Automated External Defibrillator (AED)
  • Water Safety Instructor
  • Aquatic Facility Operator (AFO) or Certified Pool Operator (CPO)
Licenses and certifications required to be obtained within ninety (90) days of hire.

The Aquatic Program Managers are part of a team that will oversee the Aquatic Division for the City of Austin and is responsible for the development, implementation, maintenance, and monitoring of 45 public aquatic facilities, which includes 7 Regional pools, 3 Community pools, 22 Neighborhood pools, 1 Wading pool, Barton Springs Pool and 11 splash pads. 850 temporary employees are trained and employed annually in order to safely operate and manage those facilities and over 3,000 participants in the instructional swim program annually.
This position will also be responsible for:
  • Developing, coaching, mentoring, and supervising a large number of staff.
  • Communicating information clearly and concisely in person, by phone, email, etc., while exercising tact, patience and discretion in a professional demeanor.
  • Maintaining and establishing working relationships with co-workers, supervisors, other City personnel and the public.
Required Certifications at Time of Hire:
  • Current StarGuard Elite Lifeguard, AED, CPR, and First Aid Certification or Nationally Accredited Lifeguarding, CPR/AED for lifeguards, and First Aid. Crossovers to StarGuard Elite Lifeguard Certifications are offered by the Parks and Recreation Department.

Required certifications within ninety (90) days:
  • StarGuard Elite Lifeguarding Instructor certification (LGI)
  • Star Fish Aquatics Water Safety Educator certification.
  • AquaTech Certification, Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) or equivalent.

Pay Range
$31.65 – $39.56 per hour

  • Monday through Friday; 8:00 a.m. to 5:00 p.m.
  • May be required to work during special events, evenings, weekends, non-standard hours, & holidays.
  • Work schedule and location is subject to change based on department needs and programs.

Preferred Qualifications
Preferred Experience:
  • Experience teaching, planning, implementing, and evaluating aquatic programming and special events.
  • Experience with public speaking to promote programs and services to the public.
  • Experience managing capital and bond funded projects to include public engagement, design and facility construction.
  • Experience overseeing the maintenance and operation of a large aquatic system with multiple aquatic facilities to include waterfront, public pools, and splash pad facilities.
  • Experience communicating with members of the media both live and in studio interviews.
  • Experience working with diverse populations and communities, including interacting with individuals of diverse social, cultural, economic and educational backgrounds.
Preferred Certifications:
  • Current Star Fish Aquatics Water Safety Educator Trainer certification or equivalent.
  • Current StarGuard Elite Lifeguarding Instructor Trainer certification or equivalent.
  • Certified Parks and Recreation Professional (CPRP) or Certified Parks and Recreation Executive (CPRE).
Other:
  • Ability to travel to more than one work location.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1.Develops, implements, and monitors guidelines, policies, and procedures related to City-wide aquatics programs and facilities.
2.Performs assessments of aquatic programs and facilities and develops and implements long-term solutions to meet future plans, goals, and requirements.
3.Assists in the development, implementation, and monitoring of program(s) and facilities operating budgets.
4.Monitors and oversees proper maintenance of aquatic facilities and equipment.
5.Develops, revises, and implements standard operating practices, policies, and procedures within assigned programs and facilities. Ensures programs and facilities are in compliance with all City practices, policies, and procedures.
6.Represents the department at City Council meetings, citizens groups, boards and commissions.
7.Provides support to other City departments and agencies as needed.
8.Investigates and resolves Citizen inquiries and complaints.
9.Reviews, analyzes, and prepares both written and oral reports.
10.Other duties as assigned by the Director.
