City of Appleton is Hiring a HVAC Technician Near Appleton, WI

This is a skilled journeyman craftsperson position that performs a variety of mechanical maintenance functions relating to commercial, industrial, and residential heating, air conditioning, ventilation, refrigeration systems and pipefitting. Responsibilities include equipment maintenance, installation, troubleshooting and repair to heating, ventilation, and air conditioning equipment. These duties include work of a journeyman level and tradesperson's competence, physical capability, and mechanical and troubleshooting aptitude. Work is performed under the direct supervision of the Facilities Manager.

Essential Job Functions

  • Troubleshoot, repair, replace, calibrate, and maintain commercial, industrial, and residential HVAC equipment including but not limited to air handling units, make up air units, chillers, boilers, pumps, motors, exhaust and ventilation fans, air compressors, starters, pneumatic and digital controls, air conditioning equipment, refrigeration equipment, appliances, furnaces, humidifiers, dehumidifiers, etc.
  • Ability to analyze systems and problems with technical instruments such as, velometers, manometers, flow measuring hoods, pressure gauges, ammeters, voltmeters, vibration analyzers, etc. Ability to analyze problems, make necessary adjustments and corrections to dampers, valves, and regulators.
  • Plan, schedule, and manage HVAC equipment repairs and replacements. 
  • Inspect and evaluate the condition of facility HVAC equipment to ensure equipment is safe and in proper working order for users and public.
  • Ability to perform seasonal inspection and maintenance on heating and cooling equipment.
  • Must be familiar with and be able to install, calibrate, adjust, repair, troubleshoot, etc. all types of pneumatic controls. 
  • Familiar with boiler controls and adjustments. 
  • Interpret and operate building automation system controls. Be able to respond to alarms.
  • Ability to operate energy management systems, digital devices and frequency drives used in HVAC applications.
  • Install, diagnose, maintain, adjust, modify, and perform repair of heating, air conditioning and refrigeration systems by interpreting blueprints, manufacturer specifications, operations, and maintenance manuals, written and oral instructions.
  • Solicit quotes from contractors and oversee contractor work when needed. 
  • Make initial settings and/or adjustments of systems to obtain required results.
  • Charge, conserve, recover, and recycle chlorofluorocarbons (CFC) refrigeration equipment.
  • Orders supplies, equipment, and tools for the purpose of providing necessary information on the proper uses of the equipment.
  • Maintain equipment records.
  • Respond to urgent and emergency situations pertaining to HVAC equipment for the purpose of resolving immediate health and safety concern.
  • Required to be on call with facilities maintenance staff and assist with after hour service calls on weeknights, weekends, or holidays.
  • Maintains regular punctual and predictable attendance, works overtime and extra hours as required.

Other Job Functions: 

  • Maintains all City-owned facility-related compressed air piping, compressors, and controls (typically high pressure @ 140-150 psi).
  • Maintains all large diameter facilities-supported piping and controls for the city-owned facilities.
  • Backs up the City's HVAC Controls Technician and Master Plumber when need arises. 
  • Assists other personnel and trades as required for the purpose of supporting or filling in for them in the completion of their work activities.
  • Performs quality assurance evaluations over HVAC repair and maintenance projects as the liaison with consultants, contractors, inspectors, suppliers, and other departments on maintenance and project work.
  • Maintains clean and orderly conditions in all working areas, including shop, vehicle, and facility sites.
  • Ensures duties are performed in a fiscally responsible manner while observing all safety practices and regulations.
  • Represents the department and city government. 
  • Performs any other duties as required.

Requires considerable experience in commercial, industrial, and residential HVAC and training beyond the high school level in HVAC. In addition, at least five years of experience which provides the following knowledge, abilities, and skills:

  • Completion of a full-skilled apprenticeship, or equivalent training program directly related to all phases of this work. This shall include HVAC but not limited to Pipefitting, and/or Millwright journeyman licensing. In addition, the individual shall have five years of directly related journeyman level experience that includes troubleshooting of commercial, industrial, and residential HVAC systems.
  • Thorough knowledge of commercial, industrial, and residential HVAC systems and mechanical principles that apply to their operation.
  • Knowledge of mechanical, electrical, plumbing, and hydraulic applications to HVAC field, codes, and regulations relative to HVAC field, boiler operation, piping practices and standards, water treatment, basic computer operation.
  • Skills to operate hand and power tools used in craft; perform basic math.
  • The ability to support departmental and organizational objectives by communicating effectively both verbally and in writing to successfully complete tasks and support the Facilities Management Division, departments, and City of Appleton. 
  • The ability to organize and employ writing skills of the nature required to effectively communicate.
  • The ability to prioritize in the scheduling of work requirements.
  • The ability to maintain a professional appearance and attitude on the job.
  • The ability to work within a team or individually, as required, with minimal supervision.
  • Performs with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.
  • Able to deliver excellent service under pressure and in emergency situations.
  • Exercises appropriate level of initiative and judgement to make decisions. 
  • An understanding of, and ability to carry out, policies and procedures.
  • The ability to read and interpret mechanical drawings, schematics, blueprints, plumbing code specifications, and diagrams for installation and repair of building systems and equipment.
  • A knowledge of applicable regulatory, building and trades guidelines and codes.
  • The ability to work with a computer as an HVAC equipment and systems programming and troubleshooting tool.
  • The desire and ability to engage in continuing education and skills upgrading.
  • The ability to understand and promote confidentiality as the norm.
  • Must be able to qualify for confined space entry in conformance with the City CSE Policy.
  • Applicant must possess a current, valid Wisconsin Driver's License and a good driving record.
