The purpose of this position is to administer the planning, implementation, creation and promotion of city-wide festivals, events and ceremonies. This is accomplished by providing leadership and facilitation efforts of department staff to execute special events. Other duties may include overseeing activities of staff and volunteers, overseeing the budgetary process, serving as a liaison between the Parks & Recreation Department and outside agencies, providing various administrative services and interfacing with other City employees and citizens. This position provides direction to other employees.

The information listed below is intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of this position. 

  • Manages the development, planning, and execution of community-wide special events by developing goals and priorities, policies and procedures, and creating benchmarks; evaluating new and existing programs and activities based on needs and trends; preparing and monitoring the annual budget.
  • Supervises personnel by conducting the hiring process including selecting candidates and interviewing training staff, promoting and maintaining a positive work environment for optimum staff morale, evaluating staff performance and conducting performance reviews, holding staff accountable for expectations, handling staff concerns and suggestions, and administering disciplinary actions as needed.
  • Supports active, ongoing public relations program to obtain community input and support for events and programs; Collaborates with marketing staff to identify and develop integrated marketing plans and promotional strategies; and develops presentations for events and program promotion.
  • Assists with sponsors to support programs within the department by conducting research, writing project specifications, obtaining bids and quotes, securing and managing contractors and service providers, and preparing letters of agreement and contracts.
  • Participates in the budgetary process by participating in the development of the annual budget, participating in the forecast of funding needs for staffing, supplies, materials and monitoring and approving expenditures and adjustments, and collaborating with sponsorship staff in identifying future needs.
  • Collaborates with other City departments to establish effective safety, security, and management measures for all events.

Education 

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Experience Five years of relevant experience.
Certification and Other Requirements 
Valid Class C Drivers License
American Red Cross CPR for the Professional Rescuer and First Aid Certification within first 90 days of employment. CPRP preferred.
Overall Physical Strength Demands
Light - Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly or requires walking or standing to a significant degree.

Reading 

Intermediate - Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Math
Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Writing 
Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
Managerial 
Receives limited directions. The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
Budget Responsibility
Oversees budget preparation of a department budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures.
Supervisory / Organizational Control 
Work requires supervising and monitoring performance for a regular group of employees or a work unit including providing input on hiring/disciplinary actions and work objectives/effectiveness and realigning work as needed. A first-line supervisor typically performs these functions.
Complexity 
Work requires analysis and judgment in accomplishing diversified duties. Requires the exercise of independent thinking within the limits of policies, standards, and precedents.
Interpersonal / Human Relations Skills 
Decisions regarding establishment of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations.
