CLASSIFICATION SUMMARY
Under general direction of the Transportation Manager, performs complex traffic/transportation planning design and project management; plans, monitors, and controls the design and analysis of complex traffic/ transportation engineering studies, projects, budgets, and plan development; makes presentations and represents the City on complex traffic/transportation engineering reviews. The incumbent participates in the plan review process for development, as well as the City’s traffic safety, bicycle, and pedestrian programs.
ESSENTIAL DUTIES
The following list reflects the essential job duties and responsibilities of this classification but is not all-inclusive:
- Provides professional traffic engineering, coordination, management, and support for the planning, design, construction, and maintenance of in-house and consultant-designed transportation projects.
- Prepares or assists in the preparation of grant applications including analyzing current and future traffic needs of the City.
- Conducts inspections of work-in-progress to ensure projects are completed in compliance with applicable codes, regulations, and standards imposed by various permits.
- Reviews proposed residential, commercial, and industrial development for traffic impacts to determine mitigations for safety and operational issues related to vehicles, pedestrians, bicycles, freight, and transit traffic.
- Assists with the management of the traffic signal system; develops signal timing plans using software tools to optimize traffic flow and reduce vehicle delays and program signal controllers.
- Assists in the management of the street lighting program and coordinates with outside agencies on new street lights and maintenance of existing assets.
- Investigates traffic operation concerns and issues identified by City staff, citizens, and other agencies.
- Conducts studies for the installation or modification of traffic control devices including new channelization, crosswalks, signage and signals, neighborhood traffic calming, or other spot improvement projects to enhance mobility, improve accessibility, and address safety issues.
- Develops and coordinates special event traffic planning and control for parades, street closures, weather events such as flooding and windstorms, street failures, and similar events.
- Provides professional traffic engineering expertise to assist in maintaining and updating City traffic standards to include standard drawings, special provisions, and code revisions.
- Attends and participates in professional group meetings; stays informed regarding new trends and innovations in the field of traffic engineering, providing input and involvement in federal and state regulations including the Manual of Uniform Traffic Control Devices.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
This position requires a Bachelor's degree in civil engineering or closely related field and at least 4 years of experience in traffic or transportation engineering, and must meet the following requirements:
- Must possess or be able to obtain a State of Washington Professional Engineer’s license within one year of employment. The City will give preference to candidates with Professional Traffic Operations Engineering certification.
- Must possess and maintain a valid State of Washington driver’s license.
- Must pass a criminal background investigation.
- Must maintain regular attendance and punctuality.
- Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER COMPETENCIES- Demonstrate Technical/Functional Expertise: Demonstrates thorough understanding of traffic signal operations and basic signal timing parameters, familiarity with principles of geometric design and intersection sight distance, and understanding of access management principles. Demonstrates ability to conduct highway capacity analysis, to complete long-range transportation modeling, and to scope and review traffic impact studies. Maintains proficiency with key software systems such as CAD, GIS, asset management, office management, and traffic engineering software.

PHYSICAL REQUIREMENTS The Assistant Traffic Engineer must regularly speak and listen; must meet standard vision requirements; must regularly sit, stand, and walk; must demonstrate acceptable manual dexterity and fine motor skills; must regularly lift files, open file cabinets, and bend as necessary; and must occasionally lift office products or supplies weighing up to 30 pounds.
WORK SCHEDULEThe Assistant Traffic Engineer will initially work full-time, Monday through Friday, and may be eligible for an alternative work schedule with every other Friday off work. Evening and weekend work, and out-of-town travel will occasionally be required. This classification is exempt from overtime under the FLSA.
